LEADERSHIP- Provides expert leadership and advice to the US Attorney in developing district goals, programs, and priorities by analyzing resource requirements and recommending approaches that will best support established goals, milestones, and financial objectives while meeting substantial changes in legislation, program authority, and funding. - Exercises delegated managerial authority to set a series of annual, multi-year and similar types of long-range plans, schedules, and budgets. - Provides expertise and oversight in planning, formulating, justifying and executing multi-year resource requirements.POLICY/PROGRAM DIRECTION- Directs the interpretation of Department of Justice (DOJ), Office of Management and Budget (OMB), General Accountability Office (GAO) and Congressional policies, priorities, and regulations with respect to the justification and submission of budget estimates; presentation and execution phases of approved budgets throughout the budget cycle; audit and accounting; and financial system design and implementation for the district. - Provides expert advice to senior officials and United States Attorney on financial policy matters. Advisory services relate to legal and regulatory guidelines governing the expenditure of approved funds, and to alternative approaches to funding major program initiatives that will result in overall litigative efficiency and effectiveness. Oversees studies and analyses of overall financial effectiveness of district and litigative programs.- Assesses budget and finance training needs of staff and prepares and delivers training through a wide variety of mechanisms. Keeps policies and procedures current and ensures the staff is notified about key budget issues in writing.
