This is a firm I co-founded several years ago with Holly Compton Noelke (retired senior assistant city attorney, city of Austin, Texas) to conduct contract administrative hearings for state agencies. Our contract clients have included the Texas Department of Savings and Mortgage Lending, the Office of Consumer Credit Commisioner of Texas, and the Texas Department of Banking. In addition to the work we do together, I have done contract hearing work for the Texas Education Agency (Special Education Hearings). Holly's past experience includes several years as an ALJ for the Texas Railroad Commission. In addition to the work we do together, she is a contract ALJ for the Texas Guaranteed Student Loan Fund.

From 2002 to 2013, while simultaneously serving as the administrative law judge for the Finance Commission agencies, I moonlighted part-time as an arbitrator for FINRA (formerly NASD) in disputes involving securities dealers and their clients. Arbitrators sat in three member panels. Hearings averaged three to five days (some ran as long as two weeks) and there were usually five or six a year that went all the way to an arbitration hearing and another ten a year or so that settled. I chaired most of the panels that I sat on. Hearings were usually held in Houston but I was occasionally assigned elsewhere.

The Finance Commission is a citizens commission whose members are appointed by the governor and confirmed by the Texas Senate. It oversees and coordinates the activities of the Texas Department of Banking, the Texas Department of Savings and Mortgage Lending, and the Office of Consumer Credit Commissioner of Texas. I conducted all licensing, enforcement and penalty adjudicatory hearings for these agencies and also occasionally conducted rule making hearings for them.
