Principal Accountabilities:• Contracts Administrator for Military Programs. • Ensures compliance with laws, regulations, and contract provisions applicable to government business, including the Federal Acquisition Regulation, agency supplemental regulations, Truth in Negotiations Act, and Cost Accounting Standards.• Acts as a point of contact with Prime Contractors on contractual matters• Responsible for reporting Revenue Recognition on Programs and Contract Values to Finance• Supports company growth by reviewing solicitations and working with the technical and estimating teams to develop proposals for new business• Provides guidance to other functions in the business on contract issues and their resolution• Contributes to all internal and external audits for the company’s contracts and subcontracts• Coordinate invoicing and collection of payments on assigned contracts• Responsible for Government Reporting on assigned contracts

Metro Sports Fieldhouse is a non-profit organization 501(c)(3) that uses sports as a vehicle to promote disease and illness prevention through healthy active living, encourages key life skill development, and exposes our youth to new educational focus areas including but not limited to STEM, science & technology, arts and culture, and financial literacy programs.We execute our mission through various programs and outreach opportunities throughout the year for kids in the communities that we serve. We strive to build relationships and form partnerships that will allow us to maximize our reach and impact and fulfill the mission and objectives of all parties involved. Our short term goals as an organization are to expand our reach and impact year after year through increased participation in our free programming, increase our partnerships with other organizations, and introduce our youth to new educational topics each year.Long term, our goal is to establish a physical facility that will allow increase our programming and provide an additional resource for the community that will change lives.We are working diligently to achieve the goals that we have set for ourselves. However, we believe that is important to note that it is the people that make Metro Sports Fieldhouse successful. Our volunteers and participants are what bring the "Fieldhouse" concept to life. Our ability to adapt to the changing needs in the community, our flexibility and pop up nature, and our ability to provide a one stop shop for health & wellness, physical activity, and educational enrichment allow us to provide unique free programs that are productive, value added, and to be efficient at serving youth in our community.

Lead the billing and invoice reconciliation process for a specific Line of Business in Global Operations. Support the end-to-end tracking, auditing and administration for resources (headcount) and across a complex global operation.Lead weekly meetings with external vendor partners, including pulling and analyzing reports ahead of those meetings. Perform month-end close processes in partnership with Finance teams. Key partner in change management and communications related to invoicing, and billing data governance.Utilize self-starting, intellectually curious, and creative behavior while executing through ambiguous scenarios.Managed continuous improvement efforts across key focus areas identifying risk and improvement opportunities in those areas.

Partners with the VP Innovation and Innovation program teams to drive and support successful achievement of program objectives.Lead a team of analysts that are assigned to support the development, implementation, analysis and management of R&D budgets and cost/schedule performance against program plans.Provides financial counsel to the PM and other IPT members to include program performance and other business decisions.Create work Breakdown Structure ( BS) and establish time phased baseline budgets for authorized work.Provide financial counsel to leaders to include procurement negotiation packages, gate reviews, other business decisions and business case analyses.Responsible for the review and analysis of financial performance data, corrections of performance information and reporting of all aspects of the assigned program's financial performance against the baseline plans and the development of revised estimates at completions when justified by program performance.Manages the development and implementation of new processes for gathering cost, schedule and performance data electronically and generating measurement metrics for non-recurring and recurring financial reporting.Provide Innovation leadership with actionable information to assist in cost management.Act as an integral part of the development of Annual Operating Plan (AOP) and Long Range Planning (LRP).Develop/analyze/maintain centralized R&D labor base and Staffing Forecasts for all Bell R&D Initiatives; focused on forecast accuracy. Develop monthly variance analyses and track/report R&D risks and opportunities.Maintain consolidated time-phased EACs for all R&D initiatives and develop and lead monthly R&D Reviews.

Partner with operations leaders to drive and implement lean manufacturing transformation to support existing operations and two-year new product launch cycle. Focus projects and activities on identification and correction of issues impacting Safety, Quality, Delivery, Cost, and People that help drive development of a continuous improvement focused culture.Support the development of Process Excellence for Safety, Quality, Delivery and Cost.Analyze current operations to identify improvement objectives, strategies and projects. Oversee the execution of these initiatives to create and sustain continuous improvement results in union and non-union environments.Responsible for preparing and analyzing IO metrics (backlog, ELT briefs, resource planning, etc.) Balance a strategic focus with the ability to dig into the details and execute improvement initiatives that result in improved business results.Clearly establish objectives, and have a cadence of measuring performance against those objectives and applying problem-solving and policy deployment skills to drive both continuous improvement and critical longer-term strategic objectives.

Plan, execute & manage assigned projects that include improvement reviews of business processes, particularly on regulatory & compliance-related systems & programs using SOX methodology and knowledge of FAR, DFARS, and CAS requirements.Establish consistent, reliable communication with DCMA and DCAA and maintained working relationships and open communications with all Textron and Government Business units. Work closely with Textron Audit Services and divisional Process Integrity organizations to establish a proper controls environment for ICAPS and approved systems.Provide internal audit, program management, and accounting support services and allocate assigned resources to conduct reviews and coordinate team activities to assure review objectives are accomplished.Performed initial joint assist audits with government audit agency DCAA for AAI’s MMAS & Accounting systems and Bell’s Estimating System.Yielded successful financial results from joint assist audits performed with the government audit agency DCAAResponsible for interviewing, hiring, and identifying supervisor/managers for college new hires and interns.

Manage 505 Jet Ranger X program IR&D, production non-recurring cost, Travel, and Capital budgets/spend and provide management with timely and organized reviews and reports of budgets/spend to assure that the 505 Jet Ranger X program has a clear path to meeting AOP targets and profitability.Work cross functionally with Integrated Teams and Leads to develop, update, and maintain cost and schedule and analyze key performance metrics.Support the 505 Jet Ranger X program team by providing timely responses to all finance and business operations related request, including continuous evaluations and reviews of critical schedule paths to first flight and creation of mitigation plans. Worked with functional teams to ensure that all parts crucial to first flight are on order and to their final destinations by their need dates.Work with functional groups to accurately forecast and track capital spend for current and future years. This data supports reports that are submitted to Textron Executive Leadership Team and helps the 505 Jet Ranger X program attempt to accurately track write off amounts.Analyzed market and competitor trends to help aid in establishing take rates on key aircraft customization and analyzed other key variables necessary to forecast the programs path to profitability.Received 505 Jet Ranger X Peer Recognition Award for implementing new innovative strategies and travel policies that saved the program ~$1M.Assisted Bell sister company Textron Marine & Land Systems with Earned Value familiarization and Earned Value system implementation, which is a key requirement to earn government contracts and are requirements to receive full revenue for selling aircraft.Coordinate with Marketing and Communication departments to assure efficient aircraft entry into service strategies.Assist procurement team with negotiating favorable contracts agreements for the program on aircraft commodities with suppliers.

Maintained healthy relationships with our government customers on projects totaling $55,921,419.Reinforced Earned Value integrity and compliance that is required contractually by the U.S. Government.Worked with H-1 Integrated Teams and Leads to develop, update, and maintain cost & schedule to assist with analyzing key performance metrics.Assisted with the creation of proposal schedules for H-1 Flight Training Device contract negotiations.Prepared and analyze financial reports and maintain Earned Value Management systems that assisted with on time and under budget deliveries.Served as a change agent for Bells Business System Modernization Implementation and assisted with end user acceptance.Responsible for creation and implementation of multiply new value-added processes and tools inside and outside my functional group using Six Sigma processes (Six Sigma Certified).Assisted Bell sister company AAI with Earned Value familiarization and Earned Value system implementation to successful get through DCMA government compliance audits and gain Earned Value Certification.
