Recently prepared CCN application for 345 kV transmission line to interconnect 200 MW solar and preparation of environmental assessment for PUC TX. Managing due diligence for 3 battery energy storage projects in TX including CIAs, cultural-TES-wetlands assessments, boundary-topi-ALTA surveying, Geotech, SWPP/SPCC, and engineering services. Recently completed CCN application for 345 kV transmission to interconnect 682 MW solar in west TX and environmental assessment for PUC TX.Larry is a Landscape Architect and Planner with over 40 years of experience across multiple areas of the power and energy facilities industries, especially in siting/routing, environmental impact assessment, public outreach, and permitting. He has been a Principal and Vice President at EDAW/AECOM, and a Vice President Power Delivery & Energy at Tetra Tech.Mr. Keith is currently the co-chairman for TransGrid-X 2030 project steering committee, working toward assessing AC and HVDC alternatives to upgrade the seams between the aging eastern and western transmission grid interconnections.Larry has worked with the Western Governors’ Association, the Wyoming Infrastructure Authority, and collaborated with the Council on Environmental Quality to develop a protocol to establish a framework to enable affected states, local governments, federal agencies, and tribal governments to participate in a systematic, coordinated, joint review process for siting and permitting of interstate transmission lines in the Western Interconnection. In addition, he has developed a defensible site selection and routing process based on natural resources and land use regulations to minimize impacts and cost while meeting project objectives and schedules.He has been involved in routing, environmental impact assessment, and permitting for over 100 projects in AK, AR, AR, CA, CO, ID, IA, KS, MN, MT, NV, NM, ND, OH, OK, OR, PA, SD, TN, TX, UT VA, WA, and WY.His project management, program management, and technical experience includes Energy facility siting (electric and natural gas), Linear facility routing, Environmental and site planning for power and energy facilities, Environmental Impact Assessment (ER/CX, EA, EIS), Public Outreach, Local, State, and Federal permitting and licensing, including NEPA, Visual Resources Assessment, Business Development, QA/QC Reviews, Staff Mentoring and Growth.
