Managed employees responsible for long term sales of power, long term purchases of power and transmission, commenting on the development of transmission policy for the Bonneville open access transmission tariff, strategy development for purchase of transmission and power to serve Bonneville loads in Southeast Idaho, acquisition of capacity to supply generation inputs for ancillary services, and participation in California Independent System Operator stakeholder processes. I served as a policy witness in BPA wholesale power rate cases on the provision of generation inputs to Bonneville Transmission Services to supply ancillary services.

I was responsible for Bonneville Power Services relations with Idaho Power Company, Northwestern Energy, Pacific Gas & Electric, Powerex, TransAlta Energy, and other marketers. I chaired Power services internal team for investor owned utility issues including implementation of the Bonneville Subscription Agreements settling the Residential Exchange Program. I assisted in the development of the Regional Dialogue policy including development of principles for the Regional Dialogue Slice agreement. I was Bonneville's lead negotiator in the development of the Disposal Agreement negotiated between the United States and Canada pursuant to the Columbia River Treaty and an exchange of diplomatic notes

I managed marketing policy for Bonneville's direct service industries implementing new power sales and transmission agreements with Bonneville's direct service industries.

I directed the work for several teams responsible for negotiation of new requirement contracts with Bonneville's public utility customers, investor owned utilities, and direct service industries and new residential purchase and sale agreements with Northwest utilities. I also chaired the committee responsible for developing power, transmission, energy service products under the Bonneville Marketing Plan developed in response to wholesale power deregulation.

Managed supervisors responsible for implementing Bonneville requirements contracts with public utility customers, investor owned utilities, and direct service industries; negotiating long term surplus power sales and exchange agreements with investor-owned utilities and California utilities, negotiating resource acquisition agreements, and performing economic analysis and modeling in support of Bonneville surplus power sales negotiations

Attorney in Bonneville's Office of General Counsel working as liaison with the US Department of Justice Field Office representing the United States in the litigation surrounding the Washington Public Power Supply system and as liaison to the Supply System's General Counsel's office. I advised Bonneville on the impacts of the 1986 Tax Reform Act on financing for the Supply system, Bonneville, and public utilities. I analyzed legal issues regarding the potential termination of Supply System Projects 1 and 3. I negotiated and drafted portions of the settlement agreement of litigation regarding the construction delay of Washington Nuclear Project Number 3.

Traveled around the world including a visit with the commercial manager of New Zealand Electric.

I prepared transmission, transfer, exchange, service and exchange, surplus power sales, conservation, direct service industrial power sales, and utility power sales contracts. I assisted the rates staff in the development of models analyzing the impacts of proposed surplus power sales, the development of surplus power and capacity rates, and the development of the availability charge for computed requirements utility power sales contracts. I led the team responsible for developing Bonneville's utility requirements power sale agreements implementing the Northwest Power Act and drafted the amendments to those agreements settling litigation over the offer of agreements implementing the Northwest Power Act. I drafted contract language implementing the computed requirements concepts established in Bonneville's 1975 wholesale power rate case general rate schedule provisions.
