In this capacity I serve as a Senior Technical Advisor to the Office Director helping manage staff assignments, schedules, performance appraisals, and budgets. I have worked extensively in quality assurance (QA) and nuclear safety. Specifically, I have been responsible for evaluating the adequacy of nuclear QA programs at federal offices, prime contractors, and sub-tier contractor organizations. This work has included leading numerous QA and Nuclear Safety audits . I have completed qualifications under the Technical Qualification Program for QA, Software QA, Nuclear Safety Specialist, and Senior Technical Safety Manager. I frequently provide subject matter expertise in safety and health, QA, and nuclear safety and licensing . These reviews include major construction projects. I frequently review and recommend approval of nuclear safety licensing documents, and QA Programs. I participate on teams tasked with review and revision of DOE orders/directives and I have had technical white papers referenced in DOE Standards. I serve as the lead for development of Corrective Action Management Programs including trending and performance metrics to meet national and international consensus standards (e.g., ISO, NQA- 1). I have also been responsible for the development and implementation of Corporate QA Programs. I am recognized as a Commercial Grade Dedication expert and have provided a number of training courses across DOE. I currently serve as an officer on the DOE QA Corporate Board and support subgroups and corporate meetings . I have also provided briefings to the Defense Nuclear Facility Safety Board (DNFSB) and have been responsible for the development of numerous responses to inquiries, letters, and recommendations from the DNFSB. I also perform extensive business, contracting, and management activities in my current role. I often participate in the source evaluation/selection process for DOE contractors, develop scopes of work, and oversee budgets and schedules.

In this role, I provided senior level oversight, management, and technical engineering expertise to a number of projects and sites. I served as the senior technical advisor to multiple project operations. I was responsible for oversight and implementation of the safety requirements that flowed down from the license documentation, including review and approval of maintenance, design changes, and other facility modifications. I also served as a primary senior point of contact for the implementation of the company Integrated Safety Management Program. As the Project Engineer on a number of projects, I managed the engineering and nuclear safety organizations, including investigation of chemical behavior and reactions in nuclear facilities as well as the adequacy of existing safety systems for chemical and radiological hazards. I obtained my Professional Engineering License and utilized that license to assist in the reviews and development of safety documents and controls to protect personnel, the public and the environment. I was responsible for leading the preparation of numerous license documents for both nuclear and non-nuclear facilities. My work involved extensive knowledge of safety requirements, DOE regulations and directives, state requirements, and stakeholder concerns. I developed training courses and application guides, as well as evaluated competence of nuclear analysts, facility managers, and senior technical advisors. I served as the interface for various stakeholders and frequently presented and defended our analysis and design to regulators and oversight organizations.I served as the task lead for a number of projects, overseeing budgets and schedules. I provided interpretations of contractual language to project management and frequently participated in bids, proposals, and evaluations. I was responsible for providing work assignments and overseeing work activities and performance of a number of engineering and nuclear safety staff.

After completion of my PhD in Chemical Engineering, I was offered a job to continue research with the university as a Post Doctoral Research Assistant. This work provided management experience in addition to the technical and research environment I had been working. Specifically, I was responsible for supervising graduate research assistants in both laboratory and field situations, such as our design and implementation of a pilot plant at a major chemical plant. I was responsible for providing assistance and direction for graduate research assistants and providing input into performance evaluations for scholarship consideration. I maintained responsibility for ensuring environmental compliance and disposal records for disposition of our waste streams from the research activities. I also established research objectives; developed priorities for investigation steps; implemented courses of action; developed and maintained schedules and budget resources; and defended the resource needs to the university executives. I was responsible for commanding systematic techniques and specific lines of inquiry to ensure all necessary questions are examined in the research process and also reviewed and approved reports documenting research results.

As part of my graduate work in obtaining my Master’s and Doctoral degrees, I conducted research in a variety of chemical industrial processes. This work included investigating, identifying, and developing solutions to chemical research problems, establishing research objectives, and developing priorities for investigation steps. In addition, I was responsible for developing and maintaining a project schedule and budget, as well as allocating available resources necessary to implement my approved courses of action. This responsibility required me to command systematic techniques and specific lines of inquiry to ensure all necessary questions were examined in the research process. I generated a number of technical reports and publications documenting my research results for use in industrial applications. In addition, I designed and constructed two pilot plants that involved high pressures, high temperatures, hazardous gases, and extremely corrosive (acidic and basic) environments. This work required me to evaluate safety systems necessary for operations, develop health and safety plans, and collaborate on safety designs and controls with partners from various chemical industries, including DuPont Chemical and Tennessee Eastman Chemical. I then evaluated the acidity of products and waste streams from the hydrolysis process with respect to environmental compliance factors, worker safety, and disposal considerations. I was responsible for maintaining environmental compliance and disposal records for disposition of our waste streams from the research activities. I also served as an instructor for a number of undergraduate engineering classes.

I provided consulting advice and technical support to a technical and engineering firm. In this role, I provided support working with federal and private agencies, interacted with customers, and provided technical advice. I developed proposals and performed research for environmental, safety, and health areas within the consultation company. I was responsible for participating in technical analyses of data related to chemical hazards in the workplace, screening reports for technical accuracy, and providing technical reviews of research data.

Operations Management InternationalOak Ridge, TN United StatesEngineerDuring my graduate work, I participated in an internship program for the utilities provider of water and waste water operations at the East Tennessee Technology Park. During this internship, I was responsible for developing processing and maintenance procedures, verifying and updating engineering drawings, and locating underground utilities. I also served as the engineer in charge of designing various utility piping systems and chemical treatment systems for process and non-process water.
