About Larry Horne
I have always sought to serve children - and to hopefully better the lives of children in everything that I do. I am passionate about social justice issues, especially where children are concerned. I have spent many years working in child welfare, and seek to return to this field to continue my work. I have spent time as an educator - primarily working with at-risk youth in alternative education settings.I spent many years as a licensed mental health professional working with children with sexually reactive and aggressive behaviors.I worked as the director of a non-profit child welfare program - responsible for a therapeutic foster care program that worked with children who were sexually reactive and aggressive.I worked in an adult mental health hospital where I was in charge of outpatient residential services. It was in this capacity that I learned a lot about contracted services and how to execute a performance-based contract.I worked as a program specialist for the State of Nevada where I was in charge of developing a continuous quality improvement (CQI) system for child welfare. I also participated in the federal CFSR process as a reviewer, and later developed program improvement plans.I worked in a county-operated child welfare system in Las Vegas, Nevada. Here, I was in charge of foster parent recruitment, training, licensing, and retention services. I also developed and implemented the agency's Placement Team (facilitating all new placements into foster care from the community).I worked for the nation's first cabinet-level early learning department - Washington State's Department of Early Learning. I had overall management responsibility for recruitment, retention, training, licensing of licensed foster care homes. Upon my departure, there were 1040 licensed foster care homes in the Las Vegas Valley. I also had overall responsibility for all initial placements of children into foster care homes (2400 children placed in foster care in Las Vegas as of September, 2007)I developed, planned and implemented the DFS Placement Team that facilitated all paid placements into foster care.I oversaw all complaint investigations of family foster or group care institutions, as needed.I coordinated placement services for all placement needs in the county.Overall responsibility for 90 employees in eight distinct units.I oversaw the contract approval process for all new placement agencies in Clark County. Provided training to residential group care providers and administrators.Member of the Practice Advancement Committee (CQI group) and the 2007 Regulation Workgroup to rewrite Chapter 424 of the Nevada Administrative Code (NAC).

This position was with the State of Nevada that oversaw child welfare services statewide. I was the Quality Assurance specialist over statewide foster care licensing, recruitment, retention and training.I provided quality assurance and technical assistance to County-operated child welfare programs.Projects included: Developed and authored statewide licensing manual; wrote statewide assessment on foster care licensing and recruitment; participated on development of State’s IV-B plan; participated in development of State’s Program Improvement Plan; participated in the Child and Family Services Review; participated in the Caring Communities Kinship Grant development and implementation; Developed standardized licensing instruments; participated on quality review team for Youth Corrections.I also supervised the Las Vegas office of the Bureau of Services for Child Care Licensing, including the four Development Surveyors.Member of the Family Program’s Office for the State of Nevada, which oversaw all child welfare, juvenile justice and children’s mental health programs in the State.Member of the statewide Diversity Committee, which oversaw MEPA-IEP compliance, foster and adoptive care training; and staff recruitment.Served as a Hearing Officer for revoked foster care licenses.
