Oversees the development, operations, and activities of the Michael V. Hayden Center for Intelligence, Policy, and International Security at George Mason University's Schar School for Policy and Government. The Hayden Center provides for the full examination of intelligence and its interplay with US national security, to include:o how it works, what defines success and when it does not, what are its limits, and what the President and key decision makers should realistically expect;the role of intelligence—stealing secrets and providing context—and intelligence professionals in an age of information abundance, particularly in relation to other elements of government and the private sector;o the essential role of espionage in preserving security and liberty in America and providing stability abroad;o the persistent concerns about the politicization of intelligence;oversight and governance of intelligence in an era when demands for transparency are growing and leaks, unauthorized disclosures, and insider threats persist; ando the explosion of technology and how it helps and hinders intelligence. Established in 2017 by General (USAF-Retired) Michael V. Hayden, the only person to serve as both director of the Central Intelligence Agency and the National Security Agency, the Hayden Center examines these broader issues as well as more topical and timely concerns of the day, providing recommendations and solutions to decision makers that are based on expert observations gleaned from years of experience.

Once fully enacted, these decisions will allow CIA’s leadership to keep up with growing public demands for transparency and provide tools and data to assess full compliance with related laws and regulations.

o Independently led the President’s 24/7 operations and intelligence center, providing timely intelligence and information to the President, Vice-President, National Security Advisor and other senior White House officials regarding international and domestic events of national concern, to include emergency alert notifications.o Inaugurated the Situation Room’s coverage of cyber activity, working closely with the NSC’s Cyber Directorate and related watch centers around the National Capital Region to ensure 24/7 cyber warning to the President, Vice-President, National Security Advisor and other senior White House officials.o Managed and grew an exclusive TS/SCI network of secure telephone, facsimile, and video teleconference capabilities, supporting the President, Vice-President, National Security Advisor, senior White House officials, and Tier I and II National Security Council Principals and Deputies at work, residence, mobile platforms, and emergency locations, as well as the National Operations and Intelligence Watch Officers Network linking dozens of national and departmental watch centers.o Oversaw and expanded a secure network of communications linking the President, Vice-President, National Security Advisor, and other key national security principals with foreign counterparts; executed an unprecedented run of successful Presidential telephone and video teleconference calls.o Managed and scheduled secure conference space in the White House used for Presidential, Vice-Presidential, NSC Principals and Deputies Committee, and Interagency Policy Committee meetings, ensuring seamless defect-free technical and logistical support.o Oversaw completion and integration into operations of replica Situation Room watch floor and conference space in the Eisenhower Executive Office Building and at an alternate emergency location, more than doubling conferencing capability and revolutionizing emergency support in times of greatest national security crises.

o Built and led a new organization supporting the Director and Deputy Director of CIA in shaping US national, Intelligence Community, internal CIA, and foreign intelligence relationship policy; in fostering strategic partnerships; and by performing CIA executive secretary functions and providing them daily executive-level analytic supporting for meetings, to include interagency NSC, Principals, and Deputies meetings. Directly impacted resolution of festering CIA-ODNI issues regarding overseas IC representation, covert action, and foreign partner activities; the development of landmark Presidential Executive Orders and decisions on information sharing and classification; and revitalization of moribund CIA regulatory systems and processes.

o As chief adviser to the Director, helped him return CIA to a prominent and respected role in the IC and the national security arena following years of assault by Congress, the media, and intelligence reformers. Provided discreet, frank, honest advice, recommendations, and support to the Director on the gamut of CIA activities, to include intelligence assessments, covert action, counterterrorism and counterproliferation activities, as well as CIA relations with the White House, the ODNI, Congress, the media, and the public.o Maximized the Director’s time and efforts toward his articulated vision and goals, and for CIA’s mission and US national security. Ensured solid, precise, and effective communication to the workforce and in congressional and public affairs efforts, for which the Director was heralded.o Served as key interlocutor between the Director and key leadership, particularly among the Director, Deputy Director, and Associate Deputy Director.o Managed the Director’s involvement with the General Counsel, Inspector General, Congressional intelligence committees, and other oversight bodies. Served as a focal point for “sticky problems,” including the most sensitive personnel and operational issues. Made key recommendations regarding disciplinary, criminal, and other legal matters.o Made decisions on behalf of the Director in his absence, based on his guidance and direction. Attended virtually every meeting with the Director. o Developed and executed an extensive foreign engagement strategy for the Director, involving extensive travel worldwide to more countries than any previous Director, many for the first time, enhancing CIA’s global presence and influencing foreign cooperation with the United States.

o Personally requested by the first-ever Principal Deputy Director of National Intelligence to serve as his lead staff officer, providing support for all of his activities. Recruited and managed the PDDNI staff; obtained intelligence and information support for his daily activities, including attendance at interagency NSC and Homeland Security Council Deputies policy meetings.o Plank owner at the Office of the Director of National Intelligence, instrumental in setting initial organizational structure, policies, and procedures. Assisted PDDNI in ODNI senior leadership selection and onboarding. Mentored junior officers and advised and educated ODNI employees from outside the Intelligence Community.o Instrumental participant in PDDNI activities regarding leaks and media reporting of the President’s Terrorist Surveillance Program, including his engagement with the White House, Congress, and the press

o On detail from NSA, sole executive assistant from the IC, kept the Acting Director fully informed on all issues associated with Intelligence Community affairs, chiefly with post-9/11 intelligence reform activity, including associated Presidential Executive Orders and the buildup to and execution of landmark legislation that redefined the leadership and management of the IC. Served the new DCI briefly in early 2005.o Responsible to the Acting Director for all issues and activity generated by offices on the CIA Director’s staff—including legislative, public affairs, and legal counsel—and the CIA Directorate of Science and Technology and Directorate of Support. Privy to all sensitive activities and covert action programs.o Served as a communications bridge between the Acting Director and the Director of NSA on issues of mutual concern, particularly counterterrorism activities and related media leaks, and served as executive secretary for the Acting DCI, Director of NSA, and the Executive Office of the President on what became known as the President’s Terrorist Surveillance Program, in support of periodic renewals of Presidential authorization.

o Developed, organized, and built a new Directorate overseeing all foreign relations activities at NSA, both in the signals intelligence and information assurance arenas, translating this from a staff/support function to a core NSA mission. Helped the Director of Foreign Affairs manage over fifty partnerships worldwide, ensuring substantive and financial benefit to the United States and the growth of indebtedness to the United States by these global partners.

o Managed prominent signals intelligence relationships with organizations in two major Asian nations, ensuring their linguistic, cultural, personnel, and financial assets were used to maximum US advantage. Worked closely with NSA headquarters and field collection, processing, and analytic centers to align partner assets in support, or in many cases replacement, of their efforts. Traveled extensively in the region, engaging senior most US and partner nation SIGINT leaders.

o Led the operations division, responsible for ensuring US military and government officials in a major Asian nation were being served well by all NSA mission areas. Supported major US military exercises with Asian partners, to include running 24/7 SIGINT simulation cells. Oversaw a small cell of NSA employees conducting direct liaison with two foreign partner agencies. Represented NSA as part of a US delegation in direct negotiations with the host government regarding relocation of US military bases—my well-timed input led to the first mutually successful relocation of a US facility since World War II.

o Serving as NSA’s first analyst dedicated to Third World missile and space launch vehicle development and proliferation, quickly assigned to build, train, and lead a team of analysts on this growing target. Represented NSA at interagency policy forums adjudicating compliance with the Missile Technology Control Regime and other non-proliferation treaties and agreements. Analytic efforts specifically led to the end of a technologically advanced development effort that if left unhindered would have resulted in serious and significant consequences in later US engagements in the Middle East. Analytic expertise led to assignment on staff overseeing all SIGINT production on Middle East/North African targets.

o Handpicked for an exclusive entry-level program devised to groom future leaders and experts in signals intelligence analysis, served in three- to six-month assignments in a variety of geographic- and function-based analytic offices across NSA’s Directorate of Operations (today’s Signals Intelligence Directorate); also designed to familiarize participants with totality of NSA capabilities and career disciplines.
