For over 30 years Dr. Lars Sikes has lived in the Pacific Northwest and has a comprehensive and genuine appreciation of the diverse communities in the Kitsap Peninsula, Hood Canal, and Bainbridge Island regions. Lars served in the Department of the Navy for more than 30 years in both a military and civilian capacities. As an engineer and program manager, he worked with academia, industry and DoD research labs on both national and international projects and programs. The international projects included joint missions with France, Germany, Norway, and Italy. On the national program level, Lars was a key technical member providing expertise in research, development, manufacturing, evaluation, and validating technical requirements. Both the national and international programs provided a broad experience and knowledge in preparing contracts, project plans, and comprehensive business plans. Lars was also a founder and managing partner of The RECHARGE™ Institute which was a catalyst in creating learning environments to develop an integral alignment of individuals and organizations. Now living on Bainbridge Island, Lars has a personal commitment to the community and serves a volunteer for the Bainbridge Island Community Foundation. His hobbies include hiking, gardening, international travel, long distance motorcycle touring, fly fishing, home remodeling, beekeeping, ballroom dancing, and amateur photography. Dr. Lars Sikes is a Founder and Managing Partner of The RECHARGE™ Institute. The RECHARGE Institute is a catalyst in creating learning environments to develop an integral alignment of individuals and organizations through organizational consulting, virtual learning modules, workshops, seminars, and personal coaching experiences.

Dr. Lars Sikes served as a Special Advisor to The Patuxent Partnership and a primary source of expertise in engineering analysis, evaluation, and practical application of rapid fielding and special capabilities to support emerging DoD challenges and threats. During this time, he was a key technical member that provided expertise and broad experience through research, development, manufacturing, evaluation, and advised on the validity of technology requirements. In this position, he provided a bridging function to academia, industry, and national labs at both the national and international level.

Dr. Sikes retired in 2012 from the Department of the Navy after more than 30 years of service. In his previous position, he was the Director of Non-Traditional Programs at NAVSEA Keyport. In this capacity, he provided leadership and administrative oversight of high-interest, high-visibility, and time-sensitive operational projects. He conducted strategic level research and analysis, synchronized internal and external expertise to provide rapid solutions to unique Combatant Commander challenges, and codified innovative efforts throughout the organization and interrelated DoD activities.Additionally, he provided leadership for customer-focused programs, planning, coordination, and reporting for all Keyport Programs. He also served as a senior program manager for the Warfare Center Executive – Undersea, where he provided oversight for undersea Weapon and Vehicle programs in the US Navy. He conducted workload forecasting, participated in site strategic workload and technical capabilities planning, and participated with the WCE in national strategic assessments long-term master planning and other organizational shaping activities.Dr. Sikes has worked at seven Navy R&D facilities, University Research Laboratories and Navy Contractor Facilities, and the Advanced Systems and Technology Office at NAVSEA Headquarters in DC. He has worked on a variety of R&D programs, Advanced Technology Demonstrations, and Balanced Technology Initiatives that included submarine torpedo defense, modeling and simulation, sonobuoy thin random array, experimental under ice sonar, submarine sonar and towed arrays, torpedo and sonar countermeasures, advanced and undersea warfare analysis. Dr. Sikes has conducted basic research, design, development, and production on numerous electronic and mechanical projects for the US Navy’s undersea systems and programs.
