Working on the Housing and Urban Development (HUD) Implementation Project in the development, coordination and implementation of financial programs, policies, procedures, regulations and controls to assure the design and operations of the Loans accounting system into Oracle meets the agency's program and management requirements. Analyzing program, accounting and transactional data provided by HUD to determine system requirements and functionality. Creating accounting structures, posting logic and procedures to meet regulatory and fiscal law requirements, in compliance with generally accepted accounting principles (GAAP) as well as follow the guidelines issued by the Government Accountability Office (GAO), the Office of Management and Budget (OMB), the Fiscal Service and other authoritative sources. Determining reporting requirements to ensure ability to produce HUD financial statements. Developing accounting controls to assure the accuracy and timeliness of financial records. Developing policy and guidelines for internal controls. Conducting research to improve policy, procedures, and controls and determine the feasibility of proposed as well as mandated changes to HUD programs. Assisting in the development and implementation of effective cash management and reporting policies and procedures for HUD relating to the cash accounts of the Treasury. Planning, developing, and coordinating financial management improvements necessary to remedy audit findings by working with a team of subject matter experts to diagnose problems and recommend practical solutions which comply with OMB directives and other governing legislation and regulations.

Compiled, reconciled and analyzed quarterly financial statements and footnotes for the proper classification and recording of assets, liabilities, and equity accounts for the Army General Fund, a multi-billion dollar fund, in accordance to US GAAP and other federal regulatory guidance. Reviewed account reconciliations prepared by junior accountants to ensure accuracy and resolved issues pertaining to unusual account balances. Prepared budget execution financial reports on the status of funds, obligations, and expenditures for the Base Realignment and Closure account, a multi-million dollar fund, as well as several other accounts. Prepared accounting entries to properly record business and financial transactions in the financial reporting system and evaluated changes in program plans and funding, and their effect on current budget/financial policies.
