As an independent consultant to PerfTestPlus, Ms. DeVilbiss was the Quality Assurance and Test Manager for ITT Educational Services, Inc. She was responsible for developing and implementing the quality assurance and test strategy, plan, execution and reporting for a Web-based .NET software application. She defined and implemented the defect management approach and performed analysis of new requirements resulting from test efforts. She provided the quality assurance and test input to release management process and assisted with configuration management tasks.

While at Noblestar Ms. DeVilbiss led a complex test automation project at Freddie Mac to develop a test harness to validate Freddie Mac’s Project Enterprise loan servicing application. She managed the automated test team, including architect, developer and test engineers, according to Rational Unified Process and moderate agile software development techniques. She created, managed and reported on project budget, schedule and scope for test harness development and implementation. She also gathered requirements and designed functionality of the test harness. As a subcontractor at the United States Navy, Ms. DeVilbiss served as the Test Lead as well as a test analyst and designer. She managed and led a distributed test team according to Rational Unified Process. She created, documented and managed test plans for functional and performance system testing and designed functional and automated test strategies. Ms. DeVilbiss managed the test environment and test artifacts using Rational Test Manager, client and web interfaces.

Seneca Corporation provides outsourced technical help desk services to a variety of organizations. Ms. DeVilbiss began working in the help desk as a Tier 1 help desk agent providing support to many different clients. While there she mastered an understanding of help desk and support center industry and best practices. Based on her success as an agent on the help desk she took on many management positions of increasing complexity and responsibility. She was responsible for managing escalated help desk issues and special cases for the largest clients supported by the help desk. Then, as a Project Coordinator she managed the implementation of small and medium clients to be supported by the technical help desk. Successful implementations included gaining a complete understanding of the clients the help desk would support, building comprehensive and reliable support flows to ensure superior and efficient services, establishing aggressive service level agreements (SLAs), and developing a knowledgebase of client support data. She also coordinated high visibility company-wide internal projects and led successful support service pilots resulting in revenue-generating business. She then focused on the product development portion of the business, becoming a requirements analyst and the primary test engineer for the help desk software used by the help desk teams and clients. At the end of her tenure, Ms. DeVilbiss moved into federal contracting and was the Senior Information Engineer for the U.S. Department of Education. In this role she supported a variety of projects and tasks, including the requirements assessment for the procurement of a project management tool.
