 Directed a two-year $3 million project for strategic inputs to the Ministry of Health (MOH) for health promotion, clinical services provision and supervision for maternal and child health and family planning, health information systems and the adaptation of community-based health services.  Developed the capacity and confidence of TAIS II staff to take initiative in district and sub district supervision, data monitoring and community training and empowerment interventions. Collaborated with MOH and partners to build capacity for ownership and management of strategic plans, data, programming and implementation of services focusing on health systems strengthening. 30% reduction of infant mortality through the MOH services: IMR decreased from 64 /1000 live births to 45/1000 live births per 2003 and 2010 DHS, during TAIS and TAIS II (2005-2011)

Dili, Timor-Leste

 Directed and managed final 17 months of the 5- year, $12 million technical assistance project for integrated newborn and child health under USAID funding for and with the Ministry of Health of Timor-Leste. Supervised three senior staff and technical consultants and project staff.  Provided leadership through teamwork within MOH technical working groups to revise policies, strategies, and work planning activities focused on child health renewing Integrated Management of Childhood Illnesses (IMCI), the immunization program and mass mosquito bed net distribution.  Collaborated with partners to develop a feasible community level health volunteer structure.  Maintained communication and coordination with Ministry of Health, sector partners, USAID and project headquarters. Provided project oversight for reporting requirements, deliverables and financial review.
