Co-founded and co-directed the nation’s first charter school resource center, a non-profit organization providing consulting, training, and technical assistance resources to over 15,000 education and business leaders, districts and county offices of education, state legislators and other policymakers in California and nationally. Co-founded and co-directed CharterVoice, California’s grassroots charter school advocacy organization. Oversaw and managed all CSDC and CharterVoice operations, including employee learning and development, evaluation, and talent acquisition; program development, evaluation, and reporting; fundraising, project management, and strategic planning. Duties included: Developed and presented an extensive annual calendar of intensive leadership development workshops on a broad range of topics (100-200 attendees per session, 2-6 workshops per month) as well as two annual conferences per year (50-1500 attendees, 4-8 sessions per day, up to 6 days). Attendees included school leaders and staff; district, county, and state educational officials; and school reform consulting agencies and management organizations in several states nationally. In 1999, co-developed from-scratch an annual, week-long, intensive educational leadership institute that was replicated nationwide and is still being taught today, helping hundreds of schools to have more competent, confident leaders. Researched, wrote, and published various “how to” materials, “tool kits” of sample documents, policy papers, and other technical assistance resources. Advised state and local legislators on drafting and implementing key charter school legislation. Frequent speaker at major state- and national-level conferences and meetings on public school start-up, reform, implementation, and policy matters.

Contracted through RAND by the Emir of Qatar to completely overhaul his country’s public education system. Selected, coached, and trained novice and veteran school leaders on various educational innovations and how to develop, start and lead entrepreneurial schools. Assisted school developers in drafting and finalizing comprehensive school design plans addressing all aspects of a school's educational program and fiscal, legal, governance, and other operations. Worked with the Qatari Ministry of Education and RAND as project partners.
