Responsible for writing test questions with correct and incorrect answer explanations under very stringent quality requirements. Rosh Review provides review tests for a variety of healthcare profession board certifications, including for Emergency Medicine physicians.

Served as Medical Director for all EMS related on-line Continuing Medical Education courses with main responsibility for ongoing review and approval of those courses.

Served as Medical Director for one of the busiest Public Utility Model EMS systems in the world in Pinellas County, FL. The service is all Advanced Life Support level, with approximately 170,000 responses and 140,000 transports per year. Responsible for certification, education, protocol development, on-line medical control, and quality assurance activities for 1,700 EMS practitioners from EMT to MD (Medical Control Physician) levels, including Critical Care Transport, Mental Health Transport, Wheelchair Transport, HAZMAT, Tactical Medical, Dive and Tech Rescue services. With other members of my office, we also handled registration and tracking of all Public Access AED' s in the County, developed a local system for tracking of hospital resources and a related cooperatively developed hospital bypass system, and established a STEMI Work Group with appropriate community resources for the purpose of developing a mature community-wide STEMI system of care. Through pain-staking data collection and validation processes, we tracked key performance indicators, including Sudden Cardiac Arrest survival rates that are among the highest in the country. We also authored a number of publications based upon our activities and research and participated in a national multi-center cardiac arrest research project.Other areas of expertise developed include special event/mass gathering medical planning and coverage (from concerts to sporting events including marathons, triathlons, auto and boat racing, to the 2012 Republican National Convention), medical necessity training for billing personnel, response to Medicare and Medicaid audits (successful at defending several million dollars in questioned payments), and the development of Patient-Specific EMS Protocols for patients who require evaluation and/or care tailored to their particular medical needs.

Served as Medical Director for Bayflite, a rotorwing air medical transport service serving much of West Central Florida. Helped to expand the program from one hospital-based site at Bayfront Medical Center (a Level 2 Trauma Center) to 4 satellite bases and up to 5 helicopters. Bayflite has long had one of the highest percentage of scene flights vs interfacility transfer flights in the country. Areas of focus included protocol development, crew education, public relations, and professional community liaison activities. I also served as a primary influencer for switching the program to outsourced electronic billing, patient care report and QA processes (via Golden Hour Data Systems).

Completed a one year nationally recognized and unique full-time Emergency Medical Services Fellowship under Medical Director Dr. Joseph Ryan. The Fellowship was largely operational, essentially involving serving as an Assistant Medical Director for Pinellas County EMS, a public utility model EMS system. During this time, we initiated a centralized medical control program utilizing three physicians and eventually several highly trained paramedics to provide all medical control services. I also assisted in the development of the original EMS Medical Director's Course, which is now administered by the National Association of EMS Physicians. Also worked with several manufacturers in Research and Development stages of EMS equipment.
