Led the Office of the Deputy Under Secretary of Defense of Personnel and Readiness team in developing continuity operations plans for emergency situations, particularly for a pandemic scenario, validated mission essential functions, ensured lines of succession were in place, accurately identified critical personnel, implemented a telework program, and implemented a process to ensure accountability of all personnel in the event of a crisis. Led Army Enterprise Task Force change management and strategic communications efforts to implement plans and processes to incorporate an enterprise-wide approach to resource-informed decision-making and the institutional adaptation of Army culture so leaders take a holistic approach to running the Army and more effectively and efficiently generate trained and ready forces for Combatant Commanders. Led and conducted a study in U.S. Government resources, authorities and activities to build partner capacity (BPC) in the U.S. European Command (EUCOM) area of responsibility, giving the command the ability to proactively synchronize Theater Security Cooperation activities and resources applied within the area of responsibility by identifying over $1.1B in Security Cooperation funding within EUCOM; identifying multiple Security Cooperation roles, functions, and linkages; and creating a new staff organization. Enabled EUCOM to influence and increase Office of the Secretary of Defense understanding of Combatant Command spending, and further validated EUCOM’s emphasis placed on Security Cooperation and Building Partner Capacity.

Mobilized as a Colonel to serve as the principal policy advisor to the Director for Civil-Military Policy (CMP) and the Assistant Secretary of Defense for Reserve Affairs (ASD/RA) in areas of special interest for the Reserve components: Provide the inter-departmental coordination required for the Reserve components to perform their roles and missions in response to domestic terrorist incidents; Influence Reserve component force structure and manning as it relates to domestic response capability.

Performed feasibility, affordability and suitability reviews, and integrated all aspects of force modernization - force structure, mission area/capability, system compatibility, combat balance, and fiscal resources - in order to optimize accomplishment of the Army mission. Evaluated Global War on Terrorism-related urgent operational needs and emerging information operations capability requirements needed to best support warfighting commanders.

Mobilized and deployed to Baghdad, Iraq in support of Operation Iraqi Freedom. Responsible for analyzing, assessing, planning, and implementing the CPA-Baghdad economic, financial, and business programs and policies to enhance the Baghdad Governorate and city development. Exercised oversight of the CPA-Baghdad portfolio of reconstruction, economic, humanitarian assistance, and emergency response projects totaling over $130 million. These projects were funded through a variety of sources, including the Development Fund for Iraq, the fiscal year 2004 supplemental budget, and Regional Rapid Response Program funds. Provided critical guidance to other staff members as they designed and developed the project implementation plans that were key to receiving funding.

Led a contractor support team as a requirements integration staff officer for the Army Deputy Chief of Staff for Operations and Plans, coordinating Requirements Review Council meetings, resulting in the approval of many of the requirements documents by the Army’s senior leadership.

Led the security team for the Department of Housing and Urban Development Office of the Inspector General Action Team, developing interim Operations Security and Automated Information Systems Security Policies, and conducted an information vulnerability and risk assessment, which become an integral part of the information system certification and accreditation process.Served as the security manager and Information Systems Security Officer for the Office of the Special Assistant to the Deputy Secretary of Defense for Gulf War Illnesses. Managed all security matters, and ensured personnel complied with security policies and procedures. Developed a security database that was instrumental in streamlining the organization's security procedures, and developed a comprehensive security orientation and awareness program that reduced security procedure violations. Identified by the Defense Protective Service/Security Services as having one of the best security programs within t. Developed and produced a written risk assessment and a written Automated Information System Vulnerability Assessment that resulted in specific, pragmatic security alternatives.

Senior liaison officer from the NATO Stabilization Force (SFOR) to the Organization for Security and Cooperation in Europe (OSCE) Mission to Bosnia and Herzegovina, as the primary interface between the ambassador-level OSCE Head of Mission and SFOR for all matters relating to the OSCE mandate - Elections, Democratization, Regional Stabilization and Arms Control, and Human Rights - in support of the Dayton Peace Accords, coordinating the efforts of both organizations to further progress towards the End State. Assisted the OSCE Joint Operations Center as a source of information for planning and executing operations. Conducted a cost-benefit analysis of an SFOR monitoring mission of the state-owned oil refinery. This study examined the mission and its annualized cost of $1.2M, made seven pragmatic recommendations to improve operational efficiencies and reduce costs by 39%.

Served on active duty as an Army infantry officer in a variety of command and staff positions in the United States, Germany, and Kuwait. A highlight was planning, coordinating, and executing the relocation of an armor brigade headquarters, moving 137 soldiers and their families, 42 vehicles, and all unit property, internationally, over 8,000 miles without loss, ahead of schedule, and within budget.
