The UNODC Global Synthetics Monitoring: Analyses, Reporting and Trends (SMART) Programme was launched in September 2008. The overarching objective of the programme is to support the Member States to make effective evidence-based decisions, for designing responses to counter the problem of synthetic drugs and new psycoactive substances. The programme supports this, through three primary steps: Information is generated and managed by the drug control agencies/ officials of affiliated ministries/departments/organizations. Information is analyzed and reported through various reports/ forums. Information is increasingly used for the development of policy and strategic interventions.The Global SMART Programme is being implemented in a gradual phased manner. The programme priority regions were identified in consultation with stakeholders at the Global SMART Expert Meeting in Tokyo in 2008, and Advisory Group Meetings in Vienna held in 2009 and 2010. The programme has been expanded to the Americas with the placement of a project coordinator in the Washington offices of the Inter-American Drug Abuse Control Commission (CICAD/OAS) and a preliminary study has been done on the Pacific. As resources become available, the programme will be scaled up to South Asia, Americas, Middle East and Africa, taking into account results achieved, emerging circumstances and the evolution of needs.
