That is why I have devoted 40 plus years of my life to improving early learning programs—in schools, Head Start and child care. That is why I have fought for more effective supports for young parents who want to do their best by their children.I am proud of my work at the federal level ; we have made a small dent—but we have a long, long way to go.I am now ready to move closer to children and families. Over the next decade I want to use my skills as a creative thinker, experienced initiator, and energetic motivator to reduce conflict, build synergy among competing interests, and communicate a positive vision. I head up the Office of Early Learning within the Office of Elementary and Secondary Education (OESE), which jointly administers the Race to the Top – Early Learning Challenge (RTT-ELC) program with the U.S. Department of Health and Human Services. I also work closely with the White House on promoting President Obama’s plan to make high-quality, full-day preschool available to all 4-year-olds from low- to moderate-income families through a new state-federal partnership. The plan is part of the President's proposal to create a birth to age five pipeline of services and supports, including investments in home visiting and Early Head Start-child care partnerships, to prepare children for success in kindergarten and beyond.Key Accomplishments:• Appointed to the to serve as primary liaison on early learning with the Obama White House and the Department of Health and Human Services (HHS) and to oversee early learning policy including the Race to the Top-Early Learning Challenge and Preschool Development Grants.• Co-led the Interagency Policy Group that developed 5 ED/HHS joint policy statements, jointly funded four national Academy of Science studies and developed two major early learning reports.• With the White House and HHS convened practitioners, state and local leaders, policymakers, business leaders, and philanthropy for the first Summit on Early Education and another Early STEM Symposium at the White House.• Successfully secured support and funding for new ED positions: a Family Ambassador and a Pay for Success Fellow. Advanced work in both areas.• Organized the first early learning summit at SXSW edu• Organized all of the US Secretary of Education's early learning events.

Our primary focus areas include:Policy Advocacy. In the states, we provide strategic technical assistance to campaigns that advance policy change. Research. Pew is leading a comprehensive, policy-relevant research agenda, including a 50-state inventory of home visiting policies, programs, and funding. Information Sharing. We lead Webinars, convenings and communications that drive the national conversation on the importance of evidence-based home visiting policy. In doing so, the Pew Home Visiting Campaign serves as a knowledge and information-sharing resource to state policy makers and administrators making data-driven policy decisionsKey Accomplishments:• Helped create, launch and/or manage three national campaigns to advance positive, state level policy changes for children and families including the Pew Home Visiting Campaign, the Pew Dental Campaign and Pre-K Now.• Directed the Pew Home Visiting campaign which provided resources and strategic technical assistance to advocates and policy leaders in targeted states in order to build political will and public understanding and support for data-driven investments in home visiting.• Commissioned a new body of home visiting research that highlighted gains in education, health, and future livelihoods at less cost to taxpayers through family support and coaching. These studies explored the importance of program quality and target populations—and the interactions between them—in determining ultimate outcomes for children and families.

Pew Charitable Trusts and other foundations, worked to secure high quality pre-kindergarten for all three- and four-year-olds across the country. Between 2002 and 2008, state-funded pre-kindergarten enrollment rose more than 50 percent, and state appropriations increased from $2.9 billion in 2005, to $5.2 billion in 2009. Nationwide, as of 2008, more than 2.1 million three- and four-year-olds are enrolled in some type of publicly-funded early education program, with state-funded pre-kindergarten accounting for about half of all children served.Key Accomplishments:• Rejuvenated Pew’s campaign to advance high-quality, voluntary pre-kindergarten for all 3- and 4-year-olds by mending relations in states and with national organizations and rebranding and relaunching the campaign. • Supported state advocates, business leaders and policy makers through funding, strategic advice, research data, coalition building, communication expertise, connecting advocates across states, and providing national visibility. By 2011, the campaign had worked in more than 30 states and the District of Columbia and committed more than $104 million—one of the Pew’s largest campaign investments.• Over the life of the initiative, enrollment in pre-k increased 89 % reaching more than 1.3 million 4-year-olds in 2010. The states in which Pew invested substantially increased enrollment by almost 470,000 children, accounting for 81 % of the total national growth in 4-year-old pre-k enrollment.
