Profile bio

About Tom Cross

I had the honor of serving in the Illinois House of Representatives from 1993 to 2014, representing the citizens, nonprofits, and businesses of the 97th Legislative District. I also had the privilege to be elected by my colleagues to the position of House Republican Leader starting in 2003. In this role, I served as our caucus' lead spokesman, legislative negotiator, recruiter and fundraiser. I enjoyed every moment working alongside my colleagues, Republican and Democrat, on measures that would reform and improve Illinois. I stepped down from this position in 2013 to run for State Treasurer. While Serving as House Republican Leader was the opportunity of a lifetime; being a former Leader is admittedly a new lease on life. I have three new positions that allow me to remain active by sharing counsel on the legislative process, developing strategies to engage the public and offering perspective on the media’s take on high-profile issues. I have joined the media relations firm, Culloton Strategies, as a Senior Consultant. At the firm, we help executives and entrepreneurs with strategic communication challenges and have a speciality in public affairs, crisis communications and issue campaigns.  I am also a Distinguished Fellow at Aurora University, working to raise awareness and funding for their innovative new approach to STEM education at the John C. Dunham STEM Partnership School. In February 2016, Governor Bruce Rauner named me the volunteer Chairman of the Illinois Board of Higher Education. This organization is responsible for planning and coordinating the state’s system of higher education through several statutory responsibilities. I appreciate all the help you have given me over the years. I look forward to the opportunities ahead and the occasion to work with you in my new roles. Please feel free to reach out and connect.

Listed skills include Government, Legislation, Legislative Relations, Public Policy, and 46 others.

Jan 1993 - Dec 2014

House Republican Leader

Oswego, Springfield & Chicago

I had the honor of serving as House Republican (Minority) Leader in the Illinois House of Representatives for 10 years. Working alongside my colleagues in the General Assembly, I sponsored laws that reformed state government, cut wasteful spending, and created a more hospitable business climate for job creators. As Leader, with the help and support of the House Republican Caucus, I fought against wasteful spending and budget gimmickry, championed a long-stalled capital bill to invest in Illinois' future, impeached a corrupt governor and tried to build consensus on how to reform and protect the state's public pension systems. I traveled the state to raise resources for our party, recruit candidates and meet with citizens who wanted to share their thoughts on how to reform and improve state government. In my role as spokesman for our caucus, I frequently interacted with journalists and media from across Illinois and the nation. Serving as Leader allowed me to work with colleagues in the General Assembly from every corner of the state, Republican and Democrat, rural, suburban and urban. It was important to show the policy differences between the caucuses, but I am proud of bipartisan measures we passed. As an elected official, caucus leader, and father, I believed it was important to listen, reflect, occasionally evolve on long-held positions. I am forever grateful to the dedicated staff who put in long hours on behalf of the conference, my colleagues who had the confidence in me to serve as Leader, and for everyone who supported our cause with their time, talents or treasure. I stepped down from my position as Republican House Leader to run for the office of State Treasurer in the 2014 election cycle.
