• Executed Division budget and analyzed financial resource strategy supporting 50+ Programs totaling over $520 million that are vital to worldwide communications operations throughout the DOD. • Managed, led and trained a staff of eight government and contract members within the Division to assist in development and control of the budget formulation and submission process.• Recognized as a financial Subject Matter expert by the Senior Executive for establishing efficiencies in the Division’s budget in excess of over $500M and ensured the Division came within two percent of controls for execution of one of the most crucial programs, by improving spend plans, tracking sheets and reports. Responsible for finalizing Performance Work Statement (PWS), Statement of Work (SOW), providing Leadership directly related to COR functions for IT service support contracts. Contracts include Firm Fixed Price (FFP), Cost Reimbursement and Cost Sharing types.• Lead resource manager for the Joint Regional Security Stack (JRSS) portfolio. Created reports required funding levels for global implementation of JRSS, including Project Plan & Analysis (cost vs return view) and Site Breakdown (by Service/Agency). Assisted in requirements review, capability gaps identification, and developing long-term and near-term budget/planning documents and acquisition strategies for JRSS.

• Program Manager for three contracts valued at over $350M supporting the Pacific Enterprise Services – Hawaii (PES-HI) Program. PES-HI Program migrates legacy telecommunication networks to voice over IP supporting 44K DoD customers in Hawaii and Pacific regions; and ensures DISA compliance with Program Objective memorandum (POM) 17 Resource Management Decision (RMD). Duties include meeting with multiple vendors, contracting and transition staff to review weekly reports, discuss completed and upcoming tasks and milestones, coordinate efforts, mitigate risks to ensure the Program remains within cost, schedule and performance. • Accountable for core team performance, program schedule and execution, budget commitments and spending. Leads daily coordination events with stakeholders across the program to define and/or clarify questions and concerns with the contract documentation and implementation plan. Collaborates with mission partners, Component Commanders, DISA Field Office Commanders, senior Leaders and staff as well as coordination and planning with contractors, service providers, and internal DISA Directorates. • Manages the efforts of 3 teams of government and contract personnel totally over 25 supporting PES-HI in daily network operations, engineering, information security, voice services and transport engineering. Briefs Senior Executives on status of Program and interacts through program updates and reviews with all functions and levels of management. • Represents the Division Leadership frequently making independent decisions and recommendations at meetings conducted by DISA staff elements on matters of Transport Division budget planning and execution, business case analyses, resources, and transport project management policies. Develops strategies to secure resources and contractual plans.
