Leanne is a Principal, Senior Environmental Engineer and Senior Program Lead at Golder, focusing on environmental site investigation and remediation and team leadership. Ms. Burns has a B.Sc. in Civil Engineering (Water Resources) and a M.Sc. in Earth Sciences (Contaminant Hydrogeology) from the University of Waterloo.Leanne is a Qualified Person (QPESA) recognized by the Ministry of Environment, Conservation and Parks (MECP), leading the hydrogeological and environmental characterization portion of risk assessments and designing Risk Management Measures. She has filed Records of Site Condition under O.Reg.153/04, and has reviewed over 50 risk assessments as a MECP Vendor of Record Peer Reviewer. For 12 years, Leanne managed the environmental portfolio for a large multi-national electronics manufacturing client, involving extensive remediation of highly contaminated sites. Technical projects in Ontario included innovative large-scale soil and groundwater remediation programs and associated health and safety air quality monitoring at contaminated sites. Leanne also supported environmental, insolvency and legal teams regarding environmental liabilities, off-site migration with stakeholder, regulator and community involvement, claim resolution between multiple stakeholders, to achieve resolution of Ministry directives and claims under insolvency proceedings. This has included provision of expert witness opinion and preparation and swearing of Affidavits regarding resolution of the insolvency claims.In 2010, Leanne conducted an extensive review of site-specific and local data related to a heavy manufacturing site located on the Hamilton Harbour for the purpose of providing an opinion of risk to legal counsel with respect to its continued operation. Since 2017, Leanne has led a project to establish baseline conditions at this Site, participating in stakeholder negotiations between the Owner, the municipality, the conservation authority and MECP in support of its redevelopment.Since 2018, Leanne has been the environmental lead for CNL’s Industrial Sites Risk Assessment program, working with the client and the local municipality, with active engagement of the MECP, to apply environmental remediation and risk assessment to facilitate the sustainable and economical re-development of these properties as parkland. Leanne also provides senior review on multi-disciplinary municipal infrastructure projects, and for public redevelopment projects such as the West Don Lands, Ontario Place Urban Trail and the Cherry Street Lakefilling Project.
