Represented the Deputy Assistant Secretaries for Energy Efficiency and Renewable Energy to rural constituencies and collaborated with a wide range of other government and private sector partners to further the adoption of clean energy practices and technologies. Co-chaired State Energy Efficiency Partnership (SEEP) with USDA. In consultation with the Internal Revenue Service (IRS), managed DOE’s process to identify technologies deserving of a 48C Tax Credit.

Managed four grant programs with total annual funding of $200-300 million and $11 billion in American Recovery Act funds. Over 2,300 grants to states and local governments and tribes accomplished weatherization of low-income housing and technical assistance in financing energy efficiency and renewable energy adoption with a focus on policy. Weatherized 600,000 residential units 3 months ahead of schedule. Focused on building partnerships to allow the lessons learned from use of Recovery Act funding to be deployed with non-federal dollars in the future. Provided a range of clean energy related technical assistance via a staff of 200 direct reports and contractors.

One of a 3-member national loan committee that made final decisions on all USDA business and industry loans over $10 million. Supervised PhD level staff performing research on statistical, economic, financial, legal policy, and organizational structure issues related to the cooperative business model and farmer and other rural cooperatives. Managed a $2 million operating budget, including cooperative agreements.

Successfully defended $200,000 request for IT enhancements in a constrained budget. Served as a voting member of an agency-wide committee approving IT investments in excess of $500,000 annually. Guided the process that made a major change in performance metrics applied to the agency’s grantees. Evaluated and redesigned the financial examination function for 200+ organizations in three programs receiving over $100 million in grants annually.

• Effectively worked in both for-profit commercial lending and public policy economic development arenas directing policy, creating and enforcing regulations, and overseeing day-to-day operations related to guaranteeing 100,000 business loans ($20 billion) annually. Working capital and real estate financing supported projects ranging from less than $100,000 to more than $5 million. • Managed staff of 350 in headquarters and 9 remote production centers, and contracts (with a JPMorganChase subsidiary, Bank of New York, and other service providers) employing 400. • Directed staff responsible for loan servicing policy and operations for a $50 billion portfolio of almost 450,000 commercial/business and disaster assistance home loans.• Personally led various efforts to streamline loan procedures, resulting in a savings of 135 staff weeks for every 10,000 loans processed. Established consistent application of policy and reduced staffing needs by 75%. Turnaround time was reduced to 6 days, increasing customer satisfaction as evidenced by customers’ written and verbal comments.• Participated on the Agency’s risk management committee responsible for assessing risks to the Agency’s loan portfolio.• Worked extensively with Congressional staff, lenders (individually and through trade associations), and public interest groups to develop legislative language that allowed for new lending programs and amended existing programs. Success was evidenced by program growth. • Spoke at a large number of national conferences, including those sponsored by: American Bankers Association; National Association of Government Guarantee Lenders (NAGGL); National Association of Development Companies (NADCO); National Association of Development Organizations (NADO); various banks and lenders; and other trade associations. Also provided training in a variety of forums on complex Agency issues for lenders and other interested parties.

Managed the creation and day-to-day operations of innovative new finance programs and delivery mechanisms. Promoted to head this new “think tank” division (created and structured around my skills) because of track record of successfully delivering new products and designing and implementing new delivery methods and procedures.• Principal on a cross-functional team with senior information technology (IT) staff to complete a business process re-engineering that encompassed cradle to grave workflow process management, lender oversight, risk management and internal workflow processing needs consistent with a unique role as a public sector provider of business credit. Implementation of web-enabled transmission of loan guarantee applications has now been integrated into agency procedures. • SBAExpress – 1,200 lenders using expedited processes. Became the fastest growing segment of the SBA portfolio representing 63% of the total number of loans made (up from less than 1% in 1995.) Designed, promoted and supported recommendations and implementation decisions that resulted in this growth.• CommunityExpress – Worked with the National Community Reinvestment Coalition and major bank lenders to develop a guaranteed loan product that would combine technical assistance and lending to high-risk businesses. Program grew to 50 lenders and $120 million portfolio during my tenure. • Developed and implemented specialized loan products for the defense industry, businesses affected by the North American Free Trade Act (NAFTA), international trade/export financing, rural lending, etc. • Increased the number of Microloan Program lenders from 35 to 160, resulting in portfolio growth from $12 million to $202 million.

Committed the Agency to approximately $100 million a month in guaranteed debentures and directed monthly securities sales.One Stop Capital Shop Project Manager (temporary assignment) 1/94/10/94Designed and implemented a new user-focused nationwide delivery mechanism for field sites to offer the full spectrum of SBA’s products ($1 million administrative budget). Eventually 40 sites used the basic model.Office of Rural Affairs and Economic Development 7/80 - 1/94Began career as a Presidential Management Intern and was promoted through progressively more responsible positions in the Agency’s finance programs.Developed a debenture pooling mechanism and sale process for monthly issuance of publicly traded guaranteed securities, replacing direct government funding. Negotiated with underwriters and attorneys to design the security instrument, completed due diligence, and made all necessary procedural and documentation changes. Elapsed time between Congressional enactment of the legislation and the first offering was 6 months.
