Develops standards and procedures for the assessment of the Postal Service's needs for services, suppliers, and equipment; provides leadership and guidance in the preparation and administration of contracts for supplies, services, and major systems. Conducts negotiations and contract management. Creates new solutions that make significant changes in technologies and processes that improve the competitive advantage in the marketplace.

Analyzes and monitors the Postal Service's usage of products and services in order to engage contracted services and equipment in alignment with established supplier management criteria; identifies sources, negotiates, administers and settles contracts for major or specialized purchasing programs and/or projects. Implements continuous improvement plans to include process and technological improvements.

Evaluate and troubleshoot computer hardware and software systems design. Develop the procedures, specifications, policies selection and acquisition of data processing systems and/or equipment. Analyze the operational impact, cost and risk for new hardware or software. Develop decision analyze information relative to planning the installation and maintenance of data processing systems. Govern the project scopes for vendor, consultant and industry support. Provide support and training for network enhancement and daily operational requirements.
