Hampshire Constabulary – Digital & Cyber Lead, Offender Management
CurrentAs the Digital and Cyber Lead for Hampshire Constabulary's Offender Management team, I continue to lead the digital/cyber response to a high-risk area of policing. Since assuming this role in May 2021, I have achieved a number of successes that have had a positive impact on the Constabulary and the wider community.One of my proudest accomplishments was identifying a gap in the business area and successfully lobbying for the creation of a new role focused on modernizing the Constabulary. Over the course of 12 months, I secured additional funding, implemented updated technologies, and defined a 3-year plan to future-proof transformation wins.In addition, I implemented a new piece of software that has significantly lowered risk to the public, saved money, and increased productivity. Over a 12-month period, we saw a saving of over 100 weekly hours of police work, a 15% reduction in costs, and an improvement in arrest, investigation, and conviction rates.I also established, chaired, and continue to grow a National Digital and Cyber Group within policing, which reports directly to the highest level of senior leadership in policing. This has been a challenging but rewarding task, and I am proud of the progress we have made so far.Managing a team of approximately 100 staff, I oversaw their retraining, tailoring the method of management according to skill and experience level. I also designed, implemented, and managed technical pages, SOP's, and other procedural documentation.Throughout my role, I have liaised with private industry, government departments, and colleagues to effect long-lasting changes in national policing strategy. Specialist Risk Manager, Offender Management
During my time as the Specialist Risk Manager for Hampshire Constabulary's Offender Management team, I had the responsibility of managing the highest risk offenders in the community. This was a challenging and demanding role, but it was also incredibly important in terms of ensuring the safety of the public.One of my key areas of focus was overseeing prison release protocols for offenders returning to their communities. My specialism was in dealing with high-risk offenders with histories of extremely dangerous (GBH, Murder) and sexually violent (Rape, Child Abuse) offences. This was an important aspect of my role, as it was crucial to ensure that these offenders were managed appropriately to minimize the risk of reoffending.To ensure continued public safety, I oversaw high-risk offenders in the community using numerous measures, including regular face-to-face visits, digital work around online usage, covert policing tactics, and overt intrusive management. This required a great deal of skill and expertise, as it was important to balance the need to manage the risks posed by these offenders with their human rights.I also liaised with partner agencies such as the National Probation Service, Child Services, Council Departments, Charities, and Local Education Establishments to promote a consistent and joined approach to protecting local communities. This was an important part of my role, as it enabled us to work collaboratively to manage the risks posed by high-risk offenders in the community.
Hampshire Constabulary
I worked as an Investigator and Acting Sergeant in the Criminal Investigations Department (CID) for Hampshire Constabulary from January 2014 to April 2019. My role involved investigating high-level crime in specialist departments, including Burglary, Drugs, Domestic Violence, Gang Crime, and protecting vulnerable people. I also worked on many large-scale events, such as festivals, government-led action projects, sporting events, and multi-force events like the 2012 Olympics.As the lead investigator in the Burglary Unit, I oversaw multiple levels of scrutiny from policing, CPS, and Courts. I was responsible for overseeing real-time surveillance operations and arrest days involving 100 staff.I was also part of a small specialist unit of 5 tasked with investigating and bringing down a drugs network in Hampshire. During the investigation, I worked alongside colleagues at all levels, including covert operations, interviewing, surveillance, arrests, complex phone work, and a large analyst role, which was key to the overall successful outcome.I had the privilege of being the lead investigator in 100+ domestic abuse cases, with key ownership of leading suspect interviews. This work was particularly rewarding as I saw a marked increase in average conviction rates, and it gave me a lifelong sense of pride due to the nature of such a contribution to society.As part of the Northern Hampshire 'Gang Unit', I dealt with gang members face-to-face in high confrontational areas, becoming embedded in the lifestyle and taking continuous action to destablise the gang structure.
Immediate Response ‘999’ Officer
I worked as an Immediate Response '999' Officer for Hampshire Constabulary from November 2009 to December 2013. My role involved responding to emergency 999 calls to the police on a daily basis.As an Immediate Response Officer, I responded to highly urgent emergencies and incidents in a fast-time manner. This involved arresting and detaining violent and dangerous offenders. I also dealt with high-stress incidents involving many different people in a calm, authoritative manner.One of the most important aspects of my role was establishing calm and control in the immediate aftermath of serious incidents. This was a challenging task, but it was essential to ensure the safety of the public and to manage the impact of the incident on those involved.Overall, my time as an Immediate Response '999' Officer was a challenging but rewarding experience. It required me to think on my feet and respond quickly to emergencies, often in high-pressure situations.
