Founding Dean of the Hamilton Lugar School of Global and International Studies, a global leader in the study of international affairs and the strategic languages and cultures that shape the world. In 2017, we named the school for Rep. Lee H. Hamilton and the late Sen. Richard G. Lugar to honor and advance their commitment to principled, pragmatic, and non-partisan U.S. global leadership. The Hamilton Lugar School is home to eleven global research institutes designated by the U.S. Department of Education as "National Resource Centers," most in the nation. The school has 120 full-time faculty and 1,100 students at the undergraduate, MA, and doctoral levels. Enrollments have doubled in the last five years, and the school has added 25 new tenure track faculty members in that time. The school is unique in combining language, area, and international studies education under one roof. It hosts Department of Defense funded Language Flagship programs, in Arabic, Mandarin, and Russian, among 80 languages offered by the school and university. Indiana University is a “top performing” institution in the number of students receiving federal Boren national security scholarships -- tied for number 2 in the country. The Hamilton Lugar School has exceeded university campaign goals to raise more than $30 million in the last six years, funding the establishment of new research institutes on Japanese Politics and Society, Korean Studies, and international development. At our fifth annual conference on America’s Role in the World in March 2020, the School recognized Amb. Marie Yovanovitch with its first Richard G. Lugar Award for distinction in public service. Leveraged country’s historic democratic transition to establish formal cooperation on democracy policy in and beyond the region, while promoting democracy and tolerance within the country. Deepened transatlantic ties through establishment of annual destination conference on transatlantic policy. Built one of the larger U.S. government social media platforms within the European Union, supporting a double digit improvement in perceptions of the United States. Promoted diversity, gender rights, cultural exchange and Holocaust education with government authorities and civil society, while improving understanding of the country in the United States. Co-authored with Hoover Institution scholar Tod Lindberg, Means to an End: U.S. Interest and the International Criminal Court (Brookings Institution Press, 2009; Paperback, 2011). Secured new sources of funding to support the book project and corresponding nonpartisan civilian-military advisory group on U.S. policy toward international justice. “Books of this sort are all too rare,” wrote G. John Ikenberry in Foreign Affairs. “Two experienced policy intellectuals, one liberal, one conservative, have come together to find common ground on a controversial foreign policy issue.”

Appointed to serve on the State Department transition team. Served on team responsible for policy on the United Nations, human rights, international legal issues, peacekeeping and transatlantic relations. Worked with team preparing Secretary-designate for Senate confirmation. Served as senior advisor to the Office of the Secretary of State prior to departure for Warsaw.

Served as campaign official responsible for the development of foreign and national security policy. Provided candidate with policy options and advice on foreign and defense policy, and veterans affairs. Built and led a network of former cabinet-level officials, retired general and flag officers, members of Congress, and other senior officials. Part of team preparing the candidate for the Democratic primary debates. Served as senior foreign policy advisor to candidate Obama following the primaries and in the general election.

Wrote and researched in the areas of international institutions, peacekeeping, the United Nations, nonproliferation, national security, and sovereignty and the use of force. Author of Darfur and Beyond: What Is Needed to Prevent Mass Atrocities (Council on Foreign Relations, 2005), which outlined steps to build will and capacity in the United States and internationally to prevent and, when necessary, stop mass killings. Directed the Council’s nonpartisan Task Force program on critical issues in U.S. foreign policy, working with senior policy practitioners of both parties on major and understudied foreign policy issues facing the nation, from North American economic integration to Iran. Revamped the Task Force program to produce sharper conclusions, better media coverage, and a more diverse and younger membership. Took part in CFR Board Meetings, Membership Selection Committee, and International Advisory Board.
