Assistant Us Trade Representative For Janpan And ChinaOffice Of The U.S. Trade Representative 1991 - 1997Mr. Sands served as Assistant US Trade Representative for Japan and China, for the Office of the U.S. Trade Representative, in the Executive Office of the President. Through two Administrations, President Bush and President Clinton, Mr. Sands served three USTRs, Ambassadors Carla Hills, Mickey Kantor and Charlene Barshefsky. During that period, Mr. Sands served as the chief US trade negotiator for issues ranging from intellectual property rights, market access, trade enforcement negotiations, and China’s accession to the WTO. In Washington, he was responsible for coordinating and developing US trade policy toward Asia for the USTR, managing an interagency team, handling congressional issues related to trade policy with China and Japan, and advising the US Trade Representative and other senior US policymakers on trade policy toward China, Japan, Taiwan and Hong Kong. Mr. Sands won an award for Excellence in Negotiating at USTR in 1996 for negotiating achievements with China on IPR and market access issues. -
