Having fun aligning city and county agriculture strategy with design and implementation of initiatives that support our local agricultural economy, education about local food and food systems, equitable food distribution networks, and sustainable environmental practices that benefit county residents and farmers. The AE WG supports initiatives that increase Frederick County food production and sales, supports Farm to School by engaging growers in Harvest of the Month, hosts an annual production planning meeting with farmers and FCPS’ Food and Nutrition Services procurement officer, and helps to inform the general public, our state, county and municipal leaders about Farm to School and other farm to institution initiatives.

Grameen Foundation is a leader in digital innovations to end poverty with practice areas in agriculture, digital financial services for women (DFS4W) and health services/financing. I led the formulation and delivery of our digital and business model innovations strategy in agriculture. We network orchestrate strategic alliances that include farmers, anchor agribusiness(es), mobile network operator(s), technology solution provider(s), financial institution(s) and other entities to digitally connect farmers with the supply chain to solve wicked problems in agriculture (e.g. chronic poverty of farmers, food insecurity, child labor, aging farmers, etc.).

For $60 billion USD agency created as a result of the 1997/98 Asian financial crisis Dr. Babcock performed an investment banking oversight/supervisory role in the divestiture of nationalized corporate assets. Maximized value was sought through; IPOs, strategic sales and debt-to-equity conversions. The mandate was achieved through:• Solicitation and subsequent selection of transaction-specific investment banks and legal firms• Monitoring/supervision to ensure compliance to rigorous standards of transparency• Mentoring and training corporate finance staff that did $8 billion of transactions• Design and presentation of workshops on Corporate Governance• Direct management of transactions valued at more than $150 million.• Design of an operational restructuring model for holding companies and underlying entities.

Assisted the Ministry in adhering to the World Bank’s conditionality requirements for their next Structural Assistance tranche payment to the Government. To facilitate the strategic sale of seven state owned enterprises he designed a highly regarded ‘pipeline privatization process’. This entailed:• Coordinating due diligence and technical studies to prepare investment presentations• Assisting with the tender, auction, carve-up, and liquidation of state owned enterprises.• Providing media outreach.• Assessing the marketability of and subsequently identifying strategic investors for enterprises. • Designing a privatization website applauded by the World Bank for its facilitation of deals.

Managed the largest of four offices that delivered consulting products (i.e. corporate restructuring, business plans, financial plans, market plans, quality plans, accounting plans, and action plans) to 175 SME clients, or 34% of the total project portfolio representing $60M of loan disbursals from the USAID-funded Business Development Program (BDP). • Restructured and significantly improved the performance of local consulting teams• Created the corporate restructuring practice area• Provided corporate restructuring technical consulting for five financially distressed companies. • Documented lessons learned and best practices

Facilitated strategic merger, acquisition and divestiture needs for small and medium sized companies. As Training Director: Designed implemented, and managed a 400+ hour cultural, economic, technical and language training program for 26 incoming SME Peace Corps Volunteers. • Supervised staff and was directly responsible for a $500,000 budget and all financial reporting. As a Volunteer: • Counseled the Chief Advisor to the Prime Minister on Economic Development.• Conducted seminars at Ministry of Finance, Ministry of Economics and Ministry of Agriculture. • Maintained a consulting portfolio of 30+ agriculture, SME and large clients.• Conducted bank loan officer training for an agriculture bank founded by the World Bank• Conducted business plan trainings for 52+ Latvian agriculture extension advisors.• Facilitated a $2M two-year project to establish 15 credit unions throughout Latvia and Lithuania• Raised $10,000 for a new health clinic• Introduced the Trickle-Up Program (a grant making organization) to the Baltics. • Wrote two business books on business planing and how to receive commercial bank credit.

Dr. Babcock led a corporate turnaround for a $100M division of a Silicon Valley manufacturer. • Designed and published an original budget, • Directed the physical inventory process; improved inventory turnover• Negotiated property damage insurance claims • Established cost standards for material, labor and overhead.
