Mr. Plumb is a strategic thought leader with 45 years of experience in Federal contracting (civilian and defense sectors). He is currently the Director of Federal Business Development at Evans Consulting in Falls Church, VA. Mr. Plumb's strengths include business development, capture management, proposal development, and operations and line management with P&L responsibility. In 2018, Mr. Plumb played a key role in the capture of his previous employer's largest contract - a 5-year, $45M single award from the Defense Health Agency (DHA). In 2014, Mr. Plumb led the capture of a prime contract under GSA's OASIS SB Pool 3 - one of only 40 successful offerors in the nation. He also played a key role in winning that firm's largest ever contract - the $106M SOMASS IDIQ vehicle at the FAA. Mr. Plumb has personally worked closely with senior level clients in DOT (FAA), DHS (TSA), DoD (USN), foreign governments (Royal Australian Navy) and DOE during his career. He has been an active participant in a variety of initiatives with the Washington Homeland Security Roundtable (WHSR) supporting DHS executive leadership with advice and recommendations in areas ranging from acquisition innovation to small business utilization. Mr. Plumb earned his MBA and BA degrees from Rollins College in Winter Park, FL.
