As Executive Director, serves as Chief Executive Officer of Central Pines Regional Council, responsible for the administration of all Council operations and the employment and supervision of all employees.Serves as chief professional advisor to the Central Pines Executive Committee and Board of Delegates. Prepares the annual budget and assure the preparation of annual audited financial statements. Administers the Council’s Regional Legislative Agenda and the Triangle J electronic legislative alert system. Represents the region’s local governments and their regional interests in the North Carolina General Assembly. Works closely with member municipal and county managers to address the administration of local governments, and constantly seeks to secure local government revenue sources. Works closely with local governing boards to address transportation needs, growth management issues, environmental issues, regional aging service concerns, and a variety of regional planning interests.

Serve as Deputy County Manager of local government with approximately 1,800 full-time employees and an annual operating budget of approximately $382 million.Manage day-to-day operations of: Fire Marshal; Emergency Management; Emergency Medical Services; Youth Detention Facility; Criminal Justice Resource Center; Engineering; Forestry and Soil and Water Conservation. Served as acting manager during the absence of the County Manager.Managed day-to-day operations of: Finance; Tax; 911 Center; Sheriff's Office; Emergency Services; Budget; Technology; Elections; Cooperative Extension Service; Library and Public Information.Served as acting Technology Director and led recruitment process and restructuring of Technology Department, which resulted in Catawba County Government's first Chief Information Officer (CIO) and the placement of the County's 911 system under the Technology Department's responsibility.Managed County's ICMA Local Government Fellowship Program, which resulted in three Fellows obtaining local government professional careers.Serve as mentor, through ICMA's Emerging Leaders Program and NCCCMA Senior Partners Program.Provided leadership for Catawba County's legislative affairs program, which includes maintaining effective relationships with local delegation and contract lobbyist activities, including helping to lead restructuring of 911 funding legislation. Developed funding plan for new ¼ cent sales tax, resulting in development of new Public Safety Complex and expansion of Justice Center.Developed County's first Youth CouncilAssisted in development of many of the County's social media efforts which have lead to national awards. Manage implementation of Emergency Services Strategic Plan. Changes in delivery of emergency services have improved response times in several areas of the county.

Served as County Manager of local government with approximately 166 full-time employees and an annual operating budget of approximately $20 million.Worked with Board of Commissioners to establish first ever vision statement, mission statement and goals.Secured multiple grants; including: $2.1 million Rural Center Unsewered Communities Grant; $200,000 CDBG Pilot Project; $715,000 CDBG Concentrated Needs Grant; $425,000 Golden LEAF grant; $85,000 Rural Center Capacity Grant for alternative water sources; a $400,000 Rural Center Supplemental Grant; a $40,000 Rural Center Grant for GIS work; and a $100,000 One North Carolina grant for business expansion. Led effort to secure $520,000 Federal Technology Opportunity Grant. Total requests for this grant exceeded $270 million and only $12 million in grants were awarded.Worked with Greene County Schools to launch iTech program. At the time, it was the only County school system in North Carolina to provide a laptop computer to every middle and high school student.Worked with the Board of Commissioners to solidify County's financial position. Fund balance level reached 24% during my time as County Manager. Fund balance was approximately 4% four years prior.Implemented countywide, 24/7 county government EMS coverage. Before this implementation, the County lacked full-time EMS coverage. Began implementation of EMT-I program. Supervised the revitalization of the County's economic development program through the hiring of a new director, reorganization of the Economic Development Commission, implementation of a marketing strategy, initiation of an industrial site review project and acquisition of County's first certified industrial park.Managed acquisition of property and submittal of grant documents that has resulted in development of County's first comprehensive recreation facility.Assumed leadership role in the establishment of a Greene County Youth Council and a Kids Voting program.

Assistant To The City Manager

Served as Assistant to the Manager for an organization with 425 full-time employees and an operating budget of $35 million.Directed city's technology program and developed City's first email access and website.Acted as City Manager during his absence.Led Hurricane Floyd recovery effort. This included the acquisition and demolition of 228 single-family residences, the repair or replacement of 38 residences, two infrastructure projects and a stream-clearing project. Total budget for these programs was near $30 million and involved numerous city staff members, outside vendors and state and federal emergency management.Assisted City Manager in development of annual operating budget, which included drafting budget message to City Council.
