About Mark Leier

Over 40 years I have had an oddly broad experience in Telecommunications, having held operational, engineering, managerial and director roles in Engineering, Operations, Business Solutions and Land Right Of Way. I have worked on national and international assignments in multiple telecom partnerships with industry leaders. I have also worked throughout rural Saskatchewan and listened to the coyotes sing in the fields on winter mornings while working on grease filled cable at -35C. All of this was rewarding and I am grateful. Along with being a digital switching, transmission and cellular SME, I lead large teams of management and unionized staff, delivered strategic and tactical plans for large telecom networks and was accountable for capital network budgets in excess of $250M. Big boy stuff. For over a decade I directed a large technical solutions staff in a rapidly changing Business Sales environment. I am very proud of the team that reported to me and served our company and province so well in that period. I end my career in Land Management, settling land disputes with grouchy old landowners which is no mean feat. I have few regrets and know I am fortunate to have a storied career.I was also fortunate to work on solving national voice traffic routing problems, characterized VoATM traffic with simulation software development, participated in global standards forums, negotiated international carrier traffic agreements, developed external partnerships and built mutually beneficial relationships with vendors. This occurred when airplanes still served steak and ice cream as I travelled Canada extensively and many countries abroad. I miss the hot hand towels and leg room.I had 40 years with one company name on my paycheque, but many wildly varied experiences that I will always deeply appreciate.I am told I was an entertaining, if not competent, presenter and I also had decent technical writing skills. Some people I respect said some nice things to me. That's gold, friend. Closer to the heart, I believe I am a good judge of character and always wanted my people to have their 'best life'. I tried to make that happen for them however I could. I am proud of my work ethic, honesty, integrity and support of others; I have had senior leaders tell me they do not support having friends work for them and trust me, they are very successful in that goal. I choose otherwise and it is still paying dividends. I hope you choose the same.That's me in a distorted, self aggrandizing profile nutshell. Cheers!

Fully acknowledging this long tenured issue would have been problematic for some so the project recommendations hit a brick wall of ID.     As Director I was accountable for all budget, staffing and work plan development for the Technology Planning area of SaskTel Telco which includes the concept and tactical planners, services planning & forecasting team and the Process & Business solutions team including standardization on new technology introduction. The team consisted of 35 members, both unionized and management. The network planning team performs the detailed network design, vendor determination and capital budgeting (typically 100M-200M per annum) and expenditure authorization functions. The Services planning team manages core forecasting (including Internet Transit links and switch trunking), North American number planning, rating and routing, access forecasting. The Process & Business Solutions team manages all departmental design tools and associated data and also uses industry standard (Ben Graham, Mike Hammer) process mapping methodologies.Leading this team required both sound technical and managerial skills which my broad telecommunications background and experience enabled.Accountabilities also included acting as FOCUS Contact Manager for Engineering (corporate project prioritization), owning the Quality Network Indicator report, Integrated HoldCo Planning team member, Rural Strategy Steering Committee member and representing SaskTel on the Canadian Numbering Administration Consortium.This position involves negotiating and gaining concurrence with SaskTel senior management on the direction of major capital programs and in the final authorization of these programs. I also mentored direct reports and also was prime on the HMS project (Converged Desktop and Toll VoIP for Navigata), the development of the PSTN evolution plan (HVS-Centrex IP), Premise Exchange VoIP and in-province WebCall VoIP projects. I also developed the associated vendor agreements and approval processes. I spoke and presented often, both internal and external to SaskTel, on Network and Technology issues. I also managed the protoCALL VoIP development lab and its usage. Additional Special Projects have included;- Member of the successful SaskTel International Mozambique bid- Key member of Executive sponsored IP Transition team - WebCall project technical prime (Network)- Spearheading the SIP Labs initiative with associated vendors and funding agencies- Regulatory support on interrogatories and costing studies - Presenter at CEO breakfast event, Credit Union Conference, U of Regina Engineering Student Society Keynote address and other industry events with very positive feedback.

A main success was the migration of the national ITFS traffic forecasting system from a main frame to a client-server model, resulting in a large capital saving.
