Experience includes 28 years of progressive employment in engineering, management and executive positions with increasing levels of responsibility and leadership in the concrete and highway construction sector. Prior to joining the CP Tech Center as Associate Director in 2022, served as Executive Vice President at the American Concrete Pavement Association where responsibilities included technical, policy and federal/state agency-issues related to highway funding, concrete pavements technology and stewardship. Also served for nearly a decade as a project engineer focused specifically on pavement technology deployment in FHWA’s Office of Pavement Technology in Washington DC, and as a concrete research engineer at FHWA’s Turner-Fairbank Highway Research Center in McLean, Virginia. Recognized authority on concrete pavement technology, pavement policy and stewardship. Has served as a resource for Federal Highway Administration and U.S. Congress on concrete pavement and highway matters, including via testimony. In-depth experience with both federal and industry concrete research, development and deployment programs, and serve on numerous executive and expert panels related to concrete performance, management as well as federal materials policy. Author of more than two dozen peer-reviewed papers and journal articles, and routinely lecture and present on concrete pavement technology at both industry and agency events both nationally and internationally. Serve on the Board of Directors of both the International Society for Concrete Pavements (ISCP) and TRIP (A National Transportation Research Nonprofit).
