About Leigh Harrison
I have over 40 years' experience as an engineer and manager, including over 20 years as an executive (director) in local government. My experience also extends to the private consulting sector. My most recent substantive position was as Director City Services at Manningham City Council from 2010 to 2020. The fields of engineering and environment have been the cornerstones of my experience. I am suitably skilled at writing strategic documents. I have also managed numerous building projects and road projects, as well as multi-disciplinary staff of up to 280 in number, ranging from engineers to environmentalists to outdoor workforces. I am well versed in policy and strategy development, asset management, waste management, environmental management, project management (civil, building and corporate), fleet management, labor force management, contract management, business continuity management, emergency management, capital works program management, budget management, stakeholder management, OH&S management, etc. I am now offering my services on a contract basis (through Hays) - I worked for Banyule City Council as Acting Manager Operations for 8 months up until mid April 2021, to assist with the management and review of the department, and am now engaged there on a casual basis as Special Projects Manager, reviewing and developing, amongst other things, their roadmap for an EV fleet transition and associated policy adaptions, as well as the development of an asset management plan for their operations centre. More recently I was in a 10 month acting role of Manager Resource Recovery & Environment at Murrindindi Shire, looking after their waste services and waste management' capital works program, and their environment programs and strategy development, including a farm forestry study, an EV transition plan and their zero emissions pledge and policy.
