At Troutman Pepper, my practice focuses on financial services in the fields of affordable housing, community development, and multifamily housing as well as general corporate matters and administrative law. In addition to representing private sector clients in matters relating to the sale or acquisition, restructuring, and financing of multifamily housing, I also represent housing authorities across the country in areas such as statutory and regulatory compliance, the defense of housing discrimination cases, and the financing and renovation of large public housing communities. I have advised owners, developers, and housing authorities regarding compliance with the Rental Assistance Demonstration (RAD) Program, the Quality Housing and Work Responsibility Act of 1998, the Moving to Work Program, the Uniform Relocation Act, the Rehabilitation Act of 1973, Title VI of the Civil Rights Act and the Head Start regulations. I also have experience defending clients in HUD audits, as well as litigating cases in state and federal court, including §1983 claims. I have also represented private owners in mark-to-market restructuring transactions, as well as in the sale of residential apartment complexes receiving subsidy from HUD and Rural Housing.
