Dr Leighton Phillips is the Director of Research, Innovation, and Value at Hywel Dda University Health Board, overseeing a large Department and significant portfolio of clinical trials, clinical investigation of devices and medical technologies, innovation, real-world evaluation, and strategic change guided by the principles of Value Based Health Care (VBHC). Leighton played a pivotal role in bringing the VBHC concept to the Welsh Healthcare system. In his current role, Leighton is the lead Director for the TriTech Institute, which has been recognised across the UK as a leading centre in supporting the real-world and Value-Based evaluations of innovations in healthcare systems. Through this initiative, Leighton has overseen several multiyear, large joint working agreements with the biopharmaceutical and medical technology industry, in areas including cardiovascular disease, respiratory medicine, and musculoskeletal conditions. Leighton leads the academic partnership arrangements for the University Health Board in the domains of Learning and Teaching, Research and Development, and Innovation. Leighton is an honorary Professor at Aberystwyth University, where he has supported research related to early disease diagnosis, healthcare economics, and works with staff and students to improve the number and quality of partnerships with the NHS. Leighton has previously held leadership roles in the NHS, academia, NGOs, and the senior civil service, where he developed a new strategy and planning system for the Welsh NHS and experience of working at a national level with senior politicians, cabinet, and government committees. Leighton is an experienced conference/public speaker and facilitator.
