WIMLER Foundation Hong Kong Ltd. was officially registered in 2011 as a non-profit and charitable organization which primary objective is to support the capacity building and empowerment of migrant communities regardless of nationalities and to promote cultural diversity in Hong Kong based on mutual respect, solidarity, and shared empowerment among peoples.We achieve this by enhancing and harnessing the capacities of migrants and their organizations to become more active transnational citizens through conduct of gender-sensitive capacity building program in collaboration with like-minded individuals and organizations. We also promote access to education for all and support programs that contribute to the integrated promotion of sustainable livelihoods of poor communities.WIMLER HK was established through the initiative of Leila Rispens-Noel together with Emilie Veringa-Tobias and Victor Neri as co-founders. Leila who has lived for 29 years in the Netherlands before relocating to Hong Kong in 2009, founded WIMLER Philippines in 2006 as her way of “giving back” to her country of origin where she already assisted hundreds of children through her philanthropic work. Leila is currently a member of the Migrants Advisory Board (MAB) of the EC-UN Joint Migration and Development Initiative. The European Commission-United Nations Joint Migration and Development Initiative (JMDI) reflects the acceptance of and growing interest in the strong links between migration and development. The overall objective of the Joint Initiative is to support civil society organizations and local authorities seeking to contribute to linking migration and development. The Joint Initiative also aims to 1) set up and reinforce networks of actors working on migration and development and 2) identify good practice in this field and share information on what actually works at the local and international level among those who are active in this field with a view to 3) feeding into policy-making on migration and development.

LEILA RISPENS-NOEL works as Senior Advisor at International Network of Alternative Financial Institutions (INAFI International) since November 2009. INAFI is a network of more than 300 microfinance institutions located in Latin America, Asia, and Africa. At INAFI, Leila supports its global program including microfinance, remittances, rural finance, food security,and microinsurance. Leila helped developed the EC-funded three year remittance project which is now being implemented by INAFI and Oxfam Novib. Leila has worked for 8 years as Programme Officer at Oxfam Novib, a Dutch development agency based in the Netherlands. At Oxfam Novib, Leila provided technical assistance to Netherlands-based non-governmental organizations and diaspora organizations which support projects in Ghana, Nigeria, Kenya, Tanzania, Uganda, and Cameroon. She was the focal person for themes such as microfinance, remittances, migration and development. She also designed and implemented a capacity building program tailored for diaspora organisations. Since Leila joined Oxfam Novib in 2001, she has been advocating for the inclusion of migration issues in development strategies and the active participation of diaspora organizations in decision-making processes in the field of migration and development. At Oxfam Novib, Leila was instrumental in holding national and international experts meeting, debates, workshops, and conferences on migration and development.

Leila was a member of the International Advisory Committee of the Civil Society in the Global Forum of Migration and Development (GFMD) in 2008, in the Philippines The International Advisory Committee (IAC) is a panel of experts representing various geographical regions and stakeholders on the migration and development field. It has three primary roles and responsibilities as regards the Civil Society Days: 1) provide advice in shaping the agenda, 2) identify the main speakers, and 3) develop criteria and select international participants.
