Chief Officer For The Upper Secondary Education Scholarship Programme

- Coordination of the second-largest federal programme of education subsidies in Mexico, working with over 13,000 upper secondary education schools nationwide.- Head of a multidisciplinary team of 50 staff.- Designed and implemented 25 types of scholarships to encourage enrolment, attainment, and completion of upper secondary education; to reward school success; to support vocational education and training, as well as transition to the labour markets; to support capacity building and training for educators; and to support international mobility for students in coordination with international agencies.- Improvement of the legal framework of the programme; budget planning, under the criteria of equity and efficiency; orientation to goals established in the log frame matrix.- Designed the instruments to assess processes, results and impact of the programme on different education indicators.Main achievements:- Management and allocation of 4.5 billion MXN annual budget with over 600,000 final beneficiaries (upper-secondary students), mostly targeting young women, low-income, indigenous, and disabled. - During his administration the coverage of indigenous students raised from 5% to 11%, due to a strategic alliance with the National Commission for the Development of Indigenous People, that enabled the programme to confront the register of beneficiaries.
