Mexico Awareness Raising Project (MAP)The MAP integrates and expands upon existing efforts in Mexico to promote information about the 2019 Mexican Labor Reform. Funded by the U.S. Department of Labor (USDOL), this project will be implemented over a period of 4.5 years, from January 2021 to June 2025

Provide strategic input to programs to support, train, and assist USAID Mexico staff and implementing partners to identify and upload data associated with the mission’s portfolio to capture cohesive development stories.The Development Information Solution (DIS) is a "web-based, Agency-wide portfolio management system designed to capture one cohesive development story - from strategy to results. DIS is designed to be used by both USAID staff and Implementing Partners" (USAID).

- Provides advisory, research and institutional development services to public, private and non-profit organisations in public problem-solving: Update Workshops of Nuevo Leon State Strategic Plan 2030.- Conducts policy assessment, strategic management and organisational analysis.

Main activities:- Development of the monitoring and learning framework of the SFPMx programme.- Organization of workshops on the theory of change and logical framework.- Development of surveys and tools.- Collection, analysis and visualization of relevant data for decision making in Microsoft Power BI.- Development of the SFPMx system of indicators with adherence to the perspective of equity and inclusion.Main achievements:- Conduct workshops for designing indicators for the results matrix of the programme following the proposed theory of change.- Design and implementation of the activity reporting system to detect the degree of progress of the programme activities in the DAI Collect program.- Initial design of the survey to capture socioeconomic information on the beneficiaries of the SFPMx.- Analysis of the surveys of those attending the Safeguards workshops.- Design a weekly update of the reports of micro and macro indicators in Power BI for SFPMx decision making.

- Coordination of the second-largest federal programme of education subsidies in Mexico, working with over 13,000 upper secondary education schools nationwide.- Head of a multidisciplinary team of 50 staff.- Designed and implemented 25 types of scholarships to encourage enrolment, attainment, and completion of upper secondary education; to reward school success; to support vocational education and training, as well as transition to the labour markets; to support capacity building and training for educators; and to support international mobility for students in coordination with international agencies.- Improvement of the legal framework of the programme; budget planning, under the criteria of equity and efficiency; orientation to goals established in the log frame matrix.- Designed the instruments to assess processes, results and impact of the programme on different education indicators.Main achievements:- Management and allocation of 4.5 billion MXN annual budget with over 600,000 final beneficiaries (upper-secondary students), mostly targeting young women, low-income, indigenous, and disabled. - During his administration the coverage of indigenous students raised from 5% to 11%, due to a strategic alliance with the National Commission for the Development of Indigenous People, that enabled the programme to confront the register of beneficiaries.

- Speech writer.- Stakeholder analysis and joint reports.- Co-organiser of the meetings between the head of the Ministry of Education and stategovernors of Mexico for the implementation of the Education Reform (2012).- Representative of the Deputy Minister in the Working Committee of the Metropolitan Commission of Public Institutions of Upper Secondary Education (COMIPEMS).Main Achievements:- Collaboration in the design process of the Equity and Inclusion Strategy of the Education Reform (2012). In a short period (3 months), we achieved the full implementation of the Strategy nationwide. - Assessment of the implementation route of the Education Reform for Upper Secondary Education. We achieved the correct implementation of all programmes and strategies.

- Annual Planning Workshops 2014, Area of Transparency and Accountability, FUNDAR, December 9 and 11, 2013: I attended the facilitator in conducting workshops and I prepared a report on the results of the meeting.- Meeting of Secretaries and Directors General for the preparation of the Plan of Action 2014, Federal Institute for Access to Information and Protection of Data, November 22 and 29, 2013: I was part of the team that facilitated two meetings for the institute annual planning.- Open Government Partnership, August 29, to October 10, 2013: I was part of the team that facilitated nine workshops for the development of the Action Plan 2013-2015 for Mexico.

- Promoted the 10:10 campaign, a British initiative, for the reduction of greenhouse gases in municipalities in Mexico.- Provided advice and support for the legal constitution and operation of the Luisa T. Molina Centre for Energy and Environment, a think tank oriented to conduct research and monitor the impact on the environmental policy agenda in Mexico.Main Achievements:- Support the municipality of Salamanca in the state of Guanajuato to relocate the brick parks outside the residential areas and introduce projects for the diversification of productive activities among the local people.- Built strategic alliance with ICLEI, Local Governments for Sustainability to foster the 10:10 campaign nationwide.
