The San Mateo County Flood and Sea Level Rise Resiliency District, known as OneShoreline, is the first independent government agency on the West Coast focused on building solutions to the water-related impacts of climate change, including sea level rise, flooding, coastal erosion, and drought. In terms of sea level rise, ours is the most at-risk county in California -- a transformational challenge that requires us to work across jurisdictional boundaries and include the private sector as part of the solution.

Len leads the projects, operations, finances, and communications of this independent regional government agency in Silicon Valley. During that time, funding for SFCJPA capital projects – including the largest completed multi-county Sea Level Rise, ecosystem restoration, and recreation project in California – has grown from zero to over $110 million from local, state, federal and private sources. Len reports to a Board of elected officials from three cities and large water agencies in two counties. Their work together has led to the SFCJPA being highlighted as a model of regional collaboration in the Wall Street Journal, Los Angeles Times, major Bay Area media, and two recently published books. In May 2018, the SFCJPA’s regional early warning system was given a Technology Innovation Award by the national Government Technology program.
