Heathrow Airport

Tunnel Manager for 30 plus tunnels at Heathrow of vary types including road tunnel, service tunnels, baggage handling tunnels, passenger subways and drainage tunnels. Currently involved in development of 2 major road tunnel refurbishments.

Principal Consultant: Len was based in the Asset Management team and provided advice on tunnel operational and maintenance issues. Len was the Atkins tunnels lead on the M25 DBFO (PPP/PFI) O&M joint venture mobilisation. Len then acted as the Tunnel Manager for the four M25 DBFO Trans European Network Roads (TERN) tunnels, the Hatfield, Dartford, Bell Common and the Holmesdale Tunnels within the M25 DBFO/PPP project; this also included the refurbishment of the Bell Common, Hatfield and Dartford Tunnels. The Tunnel Manager role included the development of asset management processes and liaising with emergency services. Len was part of the M25 DBFO team developing and implementing change management at both a strategic and operational level on the M25 DBFO tunnel elements.Len also developed the maintenance requirements for the Irish National Roads Authority (NRA) highways maintenance contract which Atkins prepared for the NRA.Len prepared the bid submission for the development of operational and maintenance documents for 3 Heathrow airport road tunnels and then. Following the successful bid Len was a reviewer of the submissions to Heathrow.Len provided input and advice on tunnel risks, operations and maintenance for Skanska on two major area maintenance contract tenders.Len prepared the bid submission for a condition assessment and review of maintenance operations for a 4km and 550m road tunnel in Sydney Australia for a PPP client. Len then undertook the site inspections and prepared the report. Len prepared bid submissions for eastern European projects which encompassed the development of projects and their operation, including asset management aspects. Projects funded by the World Bank and EIB.Len was the project manager for the study and site trials on the use of radar for incident detection in tunnels. The system was then installed the new Hindhead Tunnel.

Len gained extensive experience in a wide range of projects which included a 7 year secondment to Transport for London as a Client Scheme Manager on the A13 Thames Gateway DBFO Len acted as the lead on land issues for the A13 DBFO .Len also acted as the lead technical advisor to the HA’s on the A13 Thames Gateway DBFO Project.Len acted as TfL’s Deputy Tunnel Manager for the Limehouse Link and East India Dock tunnels. Len managed HA’s DBFO insurance specialist and dealt with all aspect of insurance risk and policy issues including policy details and discussion with underwriters and brokers. Len over a 10 years period up to 2008 undertook numerous short term overseas commissions as a technical expert/due diligence specialist on projects in Jamaica- PFI advice to Government, Korea – PFI refinancing advice to Concession Company, Holland – PFI advice to Government, and as a European Commission Technical Expert in Bulgaria, Brussels, Estonia and Poland. Len provided advice to the DfT on the viability of two local government road projects as PFI contracts.Len was the Halcrow lead for a National Audit Office commission undertaken jointly with a Price Waterhouse Cooper Senior Partner reporting on the value for money of a major Scottish motorway PFI project. Prior to this Len was appointed as the Technical Deputy Resident Engineer on the M25 Junction 15 to 16 widening which included dealing with third party liaison.Len acted as a Section Engineer on the construction of the new M40 Banbury section.

Len gained extensive experience on roads and structures. This experience included project feasibility studies, Orders, design, contract preparation and site supervision. The projects included small junction improvements, new structures, structures maintenance, structures demolition, motorway reconstruction and urban by-passes. Resident Engineer roles included projects such as an urban by-pass scheme, partial demolition and rebuilding of a 5 span listed structure, highway and junction improvements and area structures maintenance contracts.Len as part of his role on the urban by-pass scheme was to draft Orders, agree accommodation works and land entries. The role also included negotiating and agreeing scope, programme and costs for Statutory Undertakers works.Len was responsible for maintenance and renewal of bridges and structures. Types of bridges and structures included concrete and steel bridges, brick arches, retaining structures, culverts and river and canal structures.Len also gained extensive experience in highway design and design reviews of developer’s proposals and agreeing appropriate standards.
