As a senior manager at the City of Palo Alto Utilities I currently co-manage the electric supply portfolio of the City of Palo Alto, of around $100M per year including generation and transmission assets. I am a hydroelectricity expert and frequently collaborate with our federal hydro partners. I lead our advocacy for hydro, transmission, and energy market developments in the Western US. I also manage the City's Program for Emerging Technologies.Previously I consulted energy start-ups and worked on isolated grids in both interior Alaska and American Samoa. In Alaska I operated the first isolated-grid binary cycle low-temperature geothermal electricity plant and experimented with generating hydrogen from surplus geothermal electricity. In American Samoa I led a team to design a solar-battery hybrid, and instigated Tesla providing a hybrid solar storage system to the island of Ta'u. I enjoy working on technical projects involving multidisciplinary teams around energy efficiency and GHG emissions reductions.In my PhD dissertation I built a techno-economic model identifying the least expensive and most efficient pathways to generate electricity and avoid carbon dioxide emissions depending on the fuels used, system architectures, and existing local electricity generation.I am an expert in electricity markets, transmission, thermodynamics, thermokinetics, and emissions accounting.I enjoy collaborating with industry and academia across a range of disparate fields.

Developed framework for objective and transparent accounting methods for quantifying exergy efficiency and net carbon impact of atmospheric carbon dioxide removal including upstream emissions and avoided emissions. Modeled net-negative carbon devices with Cantera chemical kinetics toolbox in MATLAB and explored ASPEN-Plus biomass gasication and pre and post combustion carbon separation. Integrated Life Cycle Analysis for upstream emissions and electricity references. Developed new attribution methodology of energy and cost due to upstream (also known as fugitive) emissions and downstream electricity exports. Performed robust sensitivity analysis on results and methodology to allow biological and chemical atmospheric carbon dioxide removal to be compared to each other and current options for avoiding carbon emissions. Formulated recommendations for future research priorities and specific deployment options for very low atmospheric carbon dioxide concentration targets. -

Evaluated potential for onsite coconut oil to be used directly or transformed into biodiesel for electricity production in existing diesel generators, while coordinating with other team members to complete assessment of onsite wind, solar and pumped-hydroelectricity storage. Collaborated with American Samoa Power Authority personnel to deliver near-term, mid-term, and long-term recommendations for deployment at optimal cost. Identified projects with near-term co-benefits for the main electrical grid after devastating 2009 tsunami wiped out half of the 40 MW electrical generation capacity of the main island. -

Coordinated with team of engineers at United Technologies Research Center to operate unit and with Director of Alaska Center for Energy and Power at University of Alaska, Fairbanks. Continued work on geothermal unit which had received honors from Department of Energy, NSF, EPA, and a 2007 R&D 100 Award. Worked on integrating geothermal plant induction generator with utility scale battery bank on isolated grid and designed long term plan for integrated energy management for site as a whole. Fulfilled 2007 SBIR Grant generating hydrogen from electrolysis and experimented with mixing with the propane and feeding into unmodified propane appliances to decrease reliance on propane. Installed and operated onsite hydrogen electrolyzer, and explored generating hydrogen as a means of storing excess geothermal electricity during non-peak electricity usage. Co-founded educational state nonprofit for educational energy program at site. Contributing Author to Fairbanks Borough Strategic Energy Plan, used as example for 2009 Alaska State Energy Plan.
