Product Backlog Items using User Story format and Tasks as well as bugs were created and managed in MS Azure DevOps, organized in Releases and Sprints of work.

Development and deployment of a MS Dynamics 365 CRM based system to support consular case management, tracking of Canadians registered as travelling abroad, crisis management of affected persons and the capture of operational metrics among other capabilities. This modernized case, contact and emergency management system will serve over 1300 users, will have taken about 3 years from start to finish to complete, and was deployed in Production in May 2021.

Innovation, Science and Economic Development Canada (ISED) works with Canadians in all areas of the economy and in all parts of the country to improve conditions for investment, enhance Canada's innovation performance, increase Canada's share of global trade and build a fair, efficient and competitive marketplace.Mr. Belanger worked on a major project budgeted at $3M, within the ITM, that involves the creation of a CRM (Client Relationship Management) system. To support its clients, CIPO has undertaken the implementation of MS Dynamics to manage single client records accessible by other ISED sectors, to better track customer interactions, to manage events, to provide more timely information on client generated service requests and to significantly reduce the manual intervention required by the Business Services Branch and the Client Service Centre at CIPO.

DFO (Department of Fisheries and Oceans) is committed to invest in the National Fisheries Intelligence Service (NFIS) which will assist the C&P (Conservation and Protection) Directorate in identifying high risk fishing activities and enable the proper alignment of human and financial resources to focus on these threats. The NFIS (National Fisheries Intelligence Service) project consists primarily of a COTS (commercial-off-the-shelf) software featuring the IBM i2TM suite of software along with other supporting software. From October 2015 through August 2016, Mr. Belanger was responsible for identifying, analyzing and documenting the business requirements as well as identifying DFO sources of data that will be integrated with NFIS. Mr. Belanger also provided business analysis services for the ELOGS initiative during the July-August 2016 period. The mandate of the ELOGS project is to develop and implement an electronic logbooks solution. Essentially, the goal is to allow fish harvesters to record catch and effort information from each fishing trip and submit this data to DFO in fishery-specific Logbooks or Combined Forms, per Section 61 of the Fisheries Act. Third party companies are invited to provide fish harvesters with the software application as long as the solution meets the ELOGS Application Standard developed by DFO. During Phase 1 of this project, Leonard performed business analysis activities related to the development of the ELOGS Software Qualification Program and business processes to ensure that third party software applications meet the DFO ELOGS Application Standard prior to being used.

Fujitsu was engaged as a 3rd party vendor to create a reliable and scalable IT infrastructure that will support BREG’s growth objectives going forward.During the $12M Transition Phase of this ITO (IT Outsourcing) initiative, Leonard was responsible for identifying and analyzing business and user needs as they pertain to Collaboration (email & instant messaging services) and Active Directory readiness. He also provided business analysis and project management support for other IT service areas such as Service Desk and Desktop as required.

Leonard was responsible for the elicitation, analysis and documentation of requirements for the Effluent Regulatory Reporting Information System (ERRIS) in an IM/IT environment. The objective of this system is to provide a single, multi-jurisdictional regulatory reporting window that provides secure access to the regulatory reporting capabilities required for over 2,2000 estimated wastewater systems across Canada impacting over 5,000 users (including regulates and EC personnel).As Senior Business Analyst on the ERRIS project, Leonard was responsible for requirements elicitation, analysis, documentation and management as well as for providing support to the Development and Quality Assurance teams. In addition, he identified key acceptance criteria as well as coordinated and performed User Acceptance Testing with the client.

The CSR (Centralized Standardization Repository) IM/IT project will allow the SCC to consolidate information on Canadian Standards development activities into a central repository. The repository will be primarily used by SCC staff and accredited SDOs (Standardization Development Organizations) with the extension of access to other external members over time.As a Senior Business Analyst, Leonard was responsible for Business Analysis related duties during the entire business analysis lifecycle of this project from the project charter to stakeholder analysis and requirements elicitation, analysis, documentation and management using best practices & techniques as described in the BABOK. He also supported other Business Analysts and management with other IT initiatives as required.

As Senior Business Analyst, Leonard was responsible for eliciting and documenting the business requirements of the existing Real Property Management Information System (RPMIS) which required the identification and prioritization of proposed enhancements. The system is under the jurisdiction of the Health Facility Capital Program (HFCP) which is part of the First Nations and Inuit Health (FNIH) Branch within the Business Planning and Management Directorate of Health Canada.

Consulting as a Senior Business Analyst for the Business Solutions Branch (BSB) at the City of Ottawa, Leonard was responsible for the elicitation, analysis and documentation of requirements for SERVIS. With a project budget of over $3M, SERVIS is a large legacy application renewal initiative pertaining to EFA (Employment and Financial Assistance) that impacts over 800 users.Leonard facilitated JAD sessions and workshops with City of Ottawa staff and contractors to elicit detailed functional requirements and documented these in the form of Use Cases, Supplementary Specifications, etc. Requirements are managed via a Requirements Traceability Matrix (RTM) and a Business Rules Repository. Leonard used a Project Log to capture risks, decisions and issues and managed an Action Item Log for follow-up items with the project Subject Matter Expert. As well, Leonard provided QA (Quality Assurance) support to the System and User Acceptance testers via defect triage, tracking, etc.
