DFO (Department of Fisheries and Oceans) is committed to invest in the National Fisheries Intelligence Service (NFIS) which will assist the C&P (Conservation and Protection) Directorate in identifying high risk fishing activities and enable the proper alignment of human and financial resources to focus on these threats. The NFIS (National Fisheries Intelligence Service) project consists primarily of a COTS (commercial-off-the-shelf) software featuring the IBM i2TM suite of software along with other supporting software. From October 2015 through August 2016, Mr. Belanger was responsible for identifying, analyzing and documenting the business requirements as well as identifying DFO sources of data that will be integrated with NFIS. Mr. Belanger also provided business analysis services for the ELOGS initiative during the July-August 2016 period. The mandate of the ELOGS project is to develop and implement an electronic logbooks solution. Essentially, the goal is to allow fish harvesters to record catch and effort information from each fishing trip and submit this data to DFO in fishery-specific Logbooks or Combined Forms, per Section 61 of the Fisheries Act. Third party companies are invited to provide fish harvesters with the software application as long as the solution meets the ELOGS Application Standard developed by DFO. During Phase 1 of this project, Leonard performed business analysis activities related to the development of the ELOGS Software Qualification Program and business processes to ensure that third party software applications meet the DFO ELOGS Application Standard prior to being used.
