Blackall Range Care Group Ltd (BRCG) Board is a local (Large) not-for-profit community-based organisation providing aged care and disability services to the Sunshine Coast and Hinterland. We offer a myriad of services ranging from the provision of home care packages and care support to wellness programs, social support, meal delivery and even technical support to assist digital connectivity to those older community members living alone; a small but positive measure in assisting to prevent social isolation. Our vision is to ensure every one of our clients is able to ‘live their best life’. In August 2021, under my leadership as the Board Chair, BRCG won the premier Leading Age Services Australia I am a Graduate of the Australian Institute of Company Directors and currently a hold the position of Chair of the Blackall Range Care Group Ltd (BRCG) Board. Outlays and reimbursements were more than $6b annually. Managed a nationally dispersed team of >63 FTE with 6 direct reports. Programs managed included: Private Health Insurance Rebate; Rural Doctors Incentive and Reimbursement Program; Medical Indemnity and Midwife Processional Indemnity Program; Australian Government Hearing Services Program; Organ Donor; National Bowel Cancer Register etc)Stakeholder engagement and the development, maintenance and implementation of unit and organisational engagement models for the Health aspects of the Department.Represented the Department on various Inter-Departmental Committees responsible for leading the way for a number of Health Reforms (included NDIS and Privat Health Insurance reforms)Achievements:• initiating the change to automate and move online all claiming for programs that were processed manually• resolving claim assessment and service delivery issues identified during the review of claims automation• automating eligibility criteria to ensure a smoother transition between programs for consumers

As DHS Senior Executive, National Manager, I set the strategic direction for Health Compliance and I led and managed the health compliance function of the Department of Human Services (DHS), leading a team of 300 health, intelligence and compliance specialists located nationwide including 9 direct reports.I drove significant strategic and cultural change across the division to move the focus from audit (output based) to risk treatments (outcome focused with longer term effects).Achievements:• introducing an evaluation framework to ensure benefits and return on public dollar investment can be measured, realised and reported • rationalising programme resourcing at the executive and middle management levels to improve cost efficiency and decrease inconsistencies • changing perceptions of the Health Compliance Branch by raising the profile of ‘compliance/business integrity’ to promote consultation as a valuable and necessary step for policy development or program implementation. • ensuring the transparent alignment of compliance activities to program and compliance risks and driving the development of a risk prioritisation framework • developing and formalising a governance framework for risk identification, prioritisation and treatment, and evaluating the treatments implemented.• breaking down silos between functions, which resulted in key performance indicators being exceeded and significant improvements to case work audit findings• establishing evaluation and feedback loops at all levels to increase job understanding and staff satisfaction levels

Senior Executive leading the design, building and testing of the Unique Healthcare Identifiers (UHI) Service on behalf of the Council of Australian Governments (COAG). I developed and managed Medicare’s relationship with the National eHealth Transition Authority, the then Federal Department of Health and Ageing and other major stakeholders, with responsibility for contract negotiation and maintaining strategic alliances.Achievements:• winning the bid to design and implement both the Individual Healthcare Identifier and Provider Healthcare Identifier systems• serving as Medicare Australia’s representative for the negotiation, implementation and initial operations of the UHI Service• designing, developing and implementing the program on time and within budget

HAI Canberra was a private international project management and consulting company (now incorporated into GRM International). As a senior member of the executive leadership, I developed and implemented the strategic and business plans for health and significantly grew the health proportion of project portfolio by over 50% of revenue, in addition to project direction of numerous health sector projects in Vietnam, Vanuatu, China, Philippines and Indonesia.Prior to this role, I served as Australian Project Leader for an Ausaid-funded Family Planning, Maternal and Child Health project, based in north west China.

Reporting directly to the Board of Directors, I was responsible for the establishment of the first private hospital to an international standard in Vietnam, leading a team of over 300 clinical, professional, administrative and support staff. As General Manager I provided the leadership and direction for the joint venture company and as Project Implementation Director I oversaw the development and building of the hospital facilities, the recruitment and training of all staff, and the establishment and management of hospital operations.
