Over the last 23 years I have gained significant experience in both government and private practice. For nearly 18 years I worked in the U.S. Department of Justice, including 8 years as an Assistant U.S. Attorney for the Eastern District of Pennsylvania followed by 10 years in the Criminal Division at Main Justice.Within the Criminal Division, I held numerous supervisory positions in the Money Laundering and Asset Recovery Section (MLARS) and the Fraud Section. My most recent position was Principal Deputy Chief of MLARS where I managed more than 160 attorneys and other professionals. My responsibilities were to oversee a diverse portfolio of investigative matters, including prosecutions against financial institutions and non-bank financial institutions for Bank Secrecy Act (BSA), economic sanctions, and other violations; matters involving digital currency and financial technology (FinTech) companies; and kleptocracy cases seeking to recover stolen proceeds from international corruption and supervising the DOJ’s nationwide Asset Forfeiture Program. Prior to becoming Principal Deputy Chief, I served in MLARS as the Chief of the Bank Integrity Unit and in the Fraud Section as an Assistant Deputy Chief of the Foreign Corrupt Practices Act (FCPA) Unit. In both of those positions, I personally led and supervised some of DOJ’s most significant corporate matters and related individual prosecutions. Most of my more than 100 corporate criminal cases have been jointly or in parallel with domestic and foreign law enforcement and regulatory authorities. Previously serving as a member of DOJ’s Deepwater Horizon Task Force, and prosecuted a wide range of federal offenses as an AUSA. I am a Lecturer on Law at Harvard Law School, where I teach a seminar on Corporate Criminal Investigations and Prosecutions, and an Adjunct Professor at Georgetown University Law Center, where I teach Trial Practice. I have spoken at over 20 conferences around the world on topics relating to corporate crime, compliance, anti-corruption, BSA, international cooperation, cryptocurrency, and forfeiture.My career began as a judicial clerk on the U.S. Court of Appeals for the Ninth Circuit, and then spent six years as an Associate and Of Counsel.As a first generation American who was born in Taiwan and raised in the United States, I have a deep understanding of Asian cultures and am fluent in Mandarin.
