About Leon Kappelman, Ph.D.

My work with attorneys centers on disputes about software-related intellectual property, software development, software quality, software project management (e.g., ERP, upgrade, bespoke, make/buy), and often includes IT-related management practices. My consulting activities include software engineering and project management, assessment and performance measurement, continuity of operations, and workforce management. I was a professor of Information Systems in the G. Brint Ryan College of Business at the University of North Texas for over three decades and served as Chair of the Information Technology and Decision Sciences Department. My research, teaching, and consulting focused on helping folks better manage their information technology, people, and other resources. I taught and mentored students at all academic levels and conducted exciting, relevant research. I’ve testified before the US Congress on high-tech practices and legislation, advised organizations on improving their IT management practices, and served as an expert witness is high-tech disputes. I retired from the university and now focus on my advising and expert witness activities. I've worked with organizations involved in banking, insurance, energy, aerospace, defense, education, telecommunications, retail, all levels of government, not-for-profits, sales, marketing, distribution, electric utility, petrochemical, as well as other economic sectors.     The North Texas Cyber Fraud Task Force is managed by the United States Secret Service (USSS). The CFTFs were created by the merger of the USSS's Cyber Crimes Task Force and the Financial Crimes Task Force. There are 42 domestic and two foreign CFTF offices staffed by Special Agents, Technical Experts, and Forensic Analysts, many of whom are trained through the Secret Service National Computer Forensic Institute. CFTFs cooperate with the FBI, state and local authorities, as well as international agencies to prevent and solve cyber crimes.
