The facility was constructed on schedule and within budget. Operations began in June 2012 of this 20 ton/day facility.• Coordinated permitting and development of a combined material recovery and transfer facility to serve the surrounding Albuquerque Area with the capability to recycle 200 ton/day and transfer 2,000 tons/day to a permitted landfill. Permitting was successfully completed in mid-2012. Capital to proceed is pending for construction. • Managed project justification, development and negotiation of permit terms for New Mexico’s first bulk liquid acceptance program at the Valencia Landfill under U.S. EPA’s Research Development and Design Program. Since New Mexico Environment Department’s approval in July 2011, 1.4 million gallons have been accepted in the last twelve months with no environmental issues. • Implemented alternative final cover program at West Group facilities in order to reduce future capping costs. These cover opportunities included considerable use of national evapotranspiration studies and recognition of greater regulatory acceptance ofalternative final caps. Theprogram has now yielded multi-million dollar savings with final cover sections that will provide comparable environmentally protectiveness as prescriptive covers.• Coordinated annual Greenhouse Gas Reporting of West Group disposal site emissions. Responsible for consistent application of criteria used to determine emissions from over fifty landfills.• Developed an eighty-page Transfer Station Operations Guidance Manual in 2007 for Waste Management, Inc.
