Responsible for passenger and freight railroad engineering, including high speed intercity passenger rail. Identifies best practices in railroad engineering, operation, and project planing and development. Develops standards, tools and policies for effective development and systems integration of railroad projects. Initiated a new transportation office to develop and administer the district multi-year work plans. These plans provided a consistent, quantified, objective, sustainable planning tool to manage pavement and bridge assets as well as coordinate district capital preservation and maintenance projects.Assisted in the development of a long range plan to reconstruct Ohio's Interstate highway systems. Coordinated capital funding analyses and performance measurement to support capital budget decisions. This standard method for consistently referencing transportation assets was essential for the mapping and integrating of transportation data across the agency. This standard has been leveraged to interface with local and federal agencies as well.Established a user-friendly data warehouse for statewide crash data retrieval and analysis. Designed and implemented a computerized mapping and inventory system for village traffic control signs in 47 incorporated villages throughout seven counties. Developed detailed plans for the signing of state routes within incorporated villages. Performed accident reporting and analyses for design projects and for point locations. Utilized mainframe SAS, ROSCOE, and ORACLE programs to provide statistical analyses of pertinent traffic variables. Performed spot radar studies and traffic analyses of various state highway segments.
