As one of the five enterprise wide service departments at APL, the Security Services Department (SECD) provides comprehensive security support across the Lab. SECD implements and oversees all aspects of security throughout APL, to include Personnel, Physical, Procedural and Program Security, as well as Insider Threat and Security Counterintelligence awareness. In 2016 I was asked by senior leadership to assume the additional responsibility of leading the Facilities and Real Estate department. We created immediate synergies and helped to drive efficiencies resulting in over one million dollars in cost savings. I was honored to have been promoted to Senior Vice President in December 2017.

The Defense Security Service (DSS) has awarded our company numerous Superior ratings since I joined the firm. All of our cleared facilities are now rated Superior. As a result of our stellar security program.

Honored to have served 6 remarkable and rewarding years on the NCMS Board of Directors. I completed my tenure by serving on the NCMS Board of Directors as Co-Chair of the Education and Training Committee. I was honored to have served 2 terms as President of NCMS and NISPPAC MOU representative for our more than 6,000+ members from June 2013-June 2015. Previously I served as Vice President, Membership Chair and DIB SCC representative for the organization. In 2013 I was re-elected by the members to a second 3-year term on the NCMS Board of Directors. During my first term I was honored to have championed the Information Security community as the Chair of the NCMS Information Systems Security Committee (ISSC). I led a team of world class Information Secuirty and Information Assurance professionals as we helped to shape and improve national policy and establish best practices.

As Director of Corporate Security I was responsible for the entire security program at Agilex. Developed strategic vision and ensuring all of our numerous customer security requirements were successfully executed. I collaborated with our senior leadership to ensure all internal and external customers were not only satisfied but delighted. Helped this start-up company (which was one of the fastest growing firms in the DC area) implement industry best practices and standards, driving the team towards operational excellence. As a result the company was awarded its first Superior rating by the Defense Security Service (DSS), July 2012. We sustained the Superior rating for my entire tenure. I developed and implemented a new security framework, which included SCI, DOD and the full spectrum of National Industrial Security Program (NISP) adherence. In this fast paced environment I led the charge of developing a strong security infrastructure. My team consisted of highly skilled professionals that I mentored and guided. Agilex was a premier government services provider founded in March 2007 and was employee owned prior to it's acquisition by Accenture Federal Services. Our security program encompassed all facets of National Security. I was promoted to Senior Director and selected by the company President in 2014 as a “Club Excellence” winner, this honor is granted to the top 50 performers in the company each year.

Provided leadership and direction for Integral Systems, Inc., security program implementation and operations across the corporate enterprise. The program encompasses multiple geographically dispersed facilities, numerous customers, a variety of systems, and a dynamic environment. Very proud to have led the Integral tearn in earning the company's first Superior rating from the Defense Security Service (DSS) for demonstrated security excellence.

Led a team of 40 security professionals and support personnel around the world; effectively managed operating budget. As Corporate Director administered all security operations. Instituted & implemented company-wide program, which includes locations throughout the US, the UK and Australia; numerous manufacturing facilities, subsidiaries and field offices with 2,600 employees. Textron/AAI is a $14B firm. Responsible for bottom-line factors including vision, strategic planning, security operations and program development (National Industrial Security Program compliance, policies, procedures, business continuity, physical, personnel, COMSEC, OPSEC, access control and all critical systems). Chief for all company Sensitive Compartmented Information and Special Access Program efforts, guiding several CPSO’s/CSSO’s. Established a security program that helped AAI attain its first Superior rating from the Defense Security Service. We were able to sustain the superior rating for consecutive years.

Led a dynamic team of 15 professionals. Responsible for multi-site bottom-line factors, e.g., vision, strategic planning, security operations and program development (NISP compliance, policies, procedures, business continuity, physical, personnel, COMSEC, OPSEC, access control and all critical systems). Established an SCI program and led numerous Special Access Programs’ for ATK. The previous FSO resigned abruptly leaving the security program in disarray. The company had been without security leadership for more than 6-months prior to my joining the organization. The Defense Security Service (DSS) informed management they were in jeopardy of obtaining a marginal or unsatisfactory rating if they did not resolve numerous deficiencies. Turned around a substandard security program in two months. Developed and implemented solutions for all deficiencies and exceeded DSS expectations earning a “Superior” rating. I was promoted to Senior Manager.

Led a remarkable team of 50 professionals and security operations in the western region. Included 10 production facilities and 34 sales offices with more than 150 employees at multi-sites around the country. Responsibilities included establishing vision, long-range strategic planning, leading regional security operations and program development (policies, procedures, business continuity, physical, personnel, access control and all critical systems). Defined organizational structure – performed financial evaluation and forecasting. Directed cross-functional processes and teams. After September 11, 2001 and the anthrax incidents in the US mail system ADVO faced significant threats to continuity, loss market share, growth and profitability. The company had no security program and ineffective safety practices. Helped to spearhead the design and implementation of a security infrastructure for the company. Substantially improved productivity while reducing operational costs by 30%.

Led a team of experts at multi-sites. Developed OPSEC and risk management plans for the missile defense division and all major DOD programs with assets worth more than $2 billion. Led a wide array of responsibilities including Missile Defense security operations, public release, industrial security, classification management, contracts, information security, subcontracts, physical security, sensitive compartmented information program management and international operations. AAP/Diversity Manager and Facilitator. Contractor Program Security Officer for numerous government' restricted and Special Access Programs. Assumed positions of increasing responsibility during distinguished 15-year tenure at TRW (acquired by Northrop Grumman). Led company initiatives, which contributed to several Cogswell awards, DSS highest industrial security honor. Facilitated many process improvement teams and developed the company’s automated system for managing DOD classified and sensitive material (TIMSS), saving $200,000 annually.

Assistant manager for security operations for a $1.5 million aerospace firm. Managed a staff of three (3) security representatives. Xontech has since been acquired by Northrop Grumman.Conceived, implemented and administered security programs for physical, industrial communications and computer security, as well as, facilities management, workplace violence prevention and safety. Managed contract guard force for the company.• Led all security investigations and audits.Responsibilities included leading the training and education programs.

Responsibilities over the four-year period were diversified and challenging. Assumed positions of increased responsibilities including: military policeman, intelligence, customs specialist, Operations Security management and Corrections Supervisor.Managed three security professionals.• Led conflict management initiative developed an industry standard (managing aggressive behavior program).
