Project: Dominion Cove Point LNG FacilityTITLE: PROJECT ENGINEERING MANAGER – OSBL & TIE-INSNOV 15th 2013 – PRESENT: Currently assigned as PEM accountable for overlooking the detail engineering effort for the Outside Battery Limit (OSBL) for the Dominion Cove Point LNG Facilities to be built at the existing Dominion’s LNG terminal located in Maryland.Responsibilities but not limited to:- Lead the Tie-In related disciplines such as Process, Piping, Stress Engineering, Structural, Electrical and Process Control Systems to produce the detail engineering design deliverables required to support the Tie-In construction activities.- Interface with engineering High Value Centers (HVC mainly located in Mumbai and the Philippines) used as technical companions to produce detail engineering deliverables.- Overlook the Tie-In and OSBL schedule to support both overall schedule and construction activities according to plant outages.- Interface with the client’s operational personnel to schedule plant/facilities outages where the Tie-In work will be performed in the field.- Overlook the procurement effort to guarantee that bulk and specialty items are available at site to perform pre-construction and construction activities in the field.- Lead and participate in vendor meetings for major pieces of equipment to be located within the OSBL.- Responsible for identify changes in scope and address them through proper Management of Change (MoC) procedures (P&ID’s changes and Change Orders).- Interface and provide input/support to pre-commissioning, commissioning and startup activities.Previous Assignment:Senior Project Engineer for the Dakota Gasification Company Urea Project. Successfully led the FEED development efforts of an Urea Plant and by products (DEF & Food Grade CO2) located in Beulah, North Dakota. Flawless execution of the FEED phase opened IHI the opportunity to be awarded the EPCM phase. Full NTP (Notice To Proceed) to EPCM phase was granted in January 2014.

-FEED dedicated to Rio Caribe - Mejillones Locations, OffShore Platform and FPSO system for handling of 600 MMSCFD subsea gas gathering and processing with 30000 BBL/D condensate handling (FPSO), processing and stabilization prior to sending it to land/abroad consumers in shuttle tankers. Lean Gas will be re-injected and other cuts properly disposed of after treatment.-Detail Design of Dragon/ Patao locations, with Offshore Platform and pipeline to land (Northeastern Venezuela) for 1200 MMSCFd Gas production and gathering from reservoirs close to Trinidad & Tobago. Production via subsea wells with inland facilities to process the gas all the way for Domestic consumption and LNG production.-Interfacing with various players in the international oceanic waters of Venezuela – Trinidad for National Content, Shared Reservoir frontiers & Open Access rights and other issues impacting both countries Gas production.- Tie Ins management in both Offshore gas production facilites and onshore Glycol dehydration plant. Managed intefaces between different skids built by manufacturers such as Cameron and UOP. Focal point to liaise/interface several licenses from equipment/skid’s manufacturers in the Oil and gas arena.- Conceptual and Basic engineering development for the Corocoro – Pedernales Oil Pipeline. This engineerin study considered the evaluation of different pipeline option from rigid pipeline to flexible. - Overlooked the Procurement, Installation, Commissioning and start up of a concrete coating plant currently installed at La Brea – Trinidad & Tobago to apply CWC to the Gas export pipeline belonging to the PDVSA Dragon Patao fields.- Overlooked the washing, FBE testing and repair, remediation, CWC and sacrificial anodes installation of the Gas Pipeline – PDVSA Dragon Patao at La Brea facilities in Trinidad.

Jointly with the Sales & Marketing Manager participated in the company’s Steering and Management Operation Committee and guided the company to an average 10% annual revenue growth.

Finished 9 months Contract for the Engineering Management of Phosphate Rock Beneficiation Project and connected Phosphoric Acid and DAP Projects on July 30th, 2007… Job involved monitoring and controlling combined Brazilian and Venezuelan Contractors for Engineering & Construction. Performed to project owner’s satisfaction within the project limitations due to Venezuelan political and economical unrest.
