 Reviewed the investigative packet, the member’s appeal, and, within the parameters of the collective bargaining agreement and General Orders, formulated the response to the appeals with an interpreted adjudication of the case at hand and recommended updated disciplinary action.  Coordinated the adjudication process involving members subject to disciplinary action, DC Metropolitan Police Department in-house counsel, and DC Office of Employee Appeals to ensure departmental responses were delivered within timeframes required by the Collective Bargaining Agreement. Approved/disapproved requests for the DC Paid Family Medical Leave and Federal Family Medical Leave Act. Coordinated the hiring/transition process for Senior Police Officer candidates (retiring/recently retired) through complete cycle to include application, references/referrals, and re-hire orientation. Prepared Human Resource Management Division responses to Freedom of Information Act requests for review, approval, and dissemination through the Metropolitan Police Department Freedom of Information Act unit.

Maintained and analyzed this data to enable reporting on trends relative to nature of offense, degree of discipline administered, violator demographics, etc. Liaised with the DC Office of the Attorney General, DC Metropolitan Police Department in-house counsel, DC Office of Employee Appeals and others regarding member disciplinary history as applicable for litigation and arbitration proceedings. Liaised with the Internal Affairs Bureau and Information Technology Bureau to facilitate the continued development of the Disciplinary Review Division module of the Personnel Performance Management System. Facilitated the disciplinary process to ensure timelines were met within the parameters of applicable District government regulations, collective bargaining agreements, and departmental General Orders.

 Managed staff of twenty consisting of four direct reports at supervisory level and their respective teams of investigators and administrative support personnel. Developed and executed recruitment plan and strategy to include outreach, advertising, and background investigatory processes to ensure a pipeline of qualified police officer candidates. Facilitated and oversaw the development and implementation of a web based, proprietary police officer recruitment system (Online Application Portal). Served as subject matter expert during the requirements gathering phases and identified additional subject matter experts on staff needed to provide necessary input for best development outcomes.  Re-implemented polygraph examination process. Developed Excel record keeping mechanism of all polygraph examinations given and their respective results. Maintained and analyzed this data to report on trends relative to outcome of examination, labor costs (relative to time/examination), disqualification reasons, demographics, etc.
