Provided insight on software recommendation as a Subject Matter Expert (SME) for Global Electromagnetic Spectrum Information System (GEMSIS), Coalition Joint Spectrum Management Planning Tool (CJSMPT), Automated Communications Engineering Software/ Joint Automated Communications Electronic Operation Instructions (ACES/JACS) development. • Reviewed and updated national level spectrum management policies, guidance and procedures relating to the proper and efficient management of the electromagnetic spectrum in support of the Department of Defense (DoD). • Supervised the planning, supportability, coordination and assignment of personnel to assist with mitigating frequency interference.• Provided insight on software recommendation as a Subject Matter Expert to Global Electromagnetic Spectrum Information System, enhancing requirements supporting the warfighters.• Established Spectrum XXI and S2AS training for over 65 personnel throughout the Department of Defense .• Procured over $400K of spectrum monitoring equipment which enhanced the organization tools for deploying a Global RFI mitigation team. • Advised senior, mid-level, and foreign RF engineers in the use of electromagnetic spectrum use and control of the electromagnetic environmental effects in support of national and military objectives

Served as the 1st Marine Expeditionary Force (IMEF) Chief Spectrum Manager for all of Camp Pendleton, California. Solely responsible for initiating, detecting, requesting, modifying and implementing frequency resources. Prepared and processed all satellite access request and after action reports to MARFORPAC Spectrum management cell. Key member of the EW Coordination Cell working group who coordinated all Electronic Warfare (EW) attacks and de-confliction with the IMEF EW cell. Took on the responsible for all military and civilian spectrum related equipment valued over $2,000,000. Responsible for planning, developing, monitoring, trouble-shooting and coordinating the Super High Frequency (SHF) satellite systems; HF, VHF and UHF terrestrial radio systems; create and maintains the IMEF Spectrum SOP; provide input and guidance to the IMEF G6 and subordinate units commanders on radio network planning; investigates, de-conflicts mitigate all spectrum inference; processed and assigned all frequency requirements. • Assisted with development of command policy for managing, requesting, and coordinating electromagnetic spectrum use. • Familiar with coordination processes with the National Telecommunications and Information Administration (NTIA), Federal Communications Commission (FCC) and Federal Aviation Administration (FAA). • Managed various frequency databases for I MEF, containing 86,000 permanent and temporary records.• Conducted site surveys and analysis for new tactical communications systems, radio line of sight, radio coverage analysis, and topological analysis to ensure minimal radio interference and frequency fratricide. • Provided oversight and coordination of MEF training requirements for all Marine Subordinate Commands (MSC) under I MEF, resulting in two performance awards.
