I oversee IAF operations (including human resources, budget and finance, facilities, Information Technology, travel, procurement, records management, and audit response) and services outsourced to the Bureau of Fiscal Services (BFS), the Department of the Interior (IBC) and private information technology and other contractors who support IAF programs. Liaison with OMB and OPM, total annual budget of $55 million ($47M appropriated).

Managed all aspects of the Peace Corps program in Bulgaria, leading a staff of 55 and 145 Volunteers. Executive responsibility for design, implementation, monitoring and quality control of projects in economic and youth development, community organization, environmental protection and primary and secondary education. Established overall policies, practices and work priorities for the overseas post, advising and evaluating subordinates and monitoring and reporting accomplishments both in writing and orally. Directed and coordinated 4 multi-year strategic and operational planning and budgeting processes to harmonize with Agency initiatives, regional priorities, and community-driven needs. Ensured implementation, communication, monitoring and evaluation of same. Oversaw the financial management, procurement, contract negotiations and administrative services for an annual operation plan of approximately $2.8 million. Guided medical, programmatic, training and administrative staff to provide appropriate technical support to Volunteers working in 126 communities in Bulgaria. Served as post representative and nurtured key partnerships with grass-roots level stakeholders, senior foreign and US government officials, multi-lateral organizations, Ambassador and embassy personnel, media and partners. Chaired the Overseas IT Advisory Board, a cross-functional team charged with reviewing and providing guidance regarding Agency IT prioritization. Conducted re-entry assessment for East Timor.

Managed professional and administrative staff for five Judicial Council priority programs including Assigned (Retired) Judges, Court Interpreters, Jury Reform, Trial Court Budgeting and Judicial Retention. Analyzed and reviewed policy concerns and assisted trial courts with court operation improvements. Drafted reports, budget requests, memorandums, and policy recommendations for the Chief Justice, the AOC, the Judicial Council and Advisory Committees, the State Legislature, and the trial courts. Responsible for selection, retention, training, development and day-to-day motivation and discipline of 5-15 employees. Analyzed, developed and advocated for legislation affecting court operations and budgets.
