Identify (local, state, federal) opportunities, perform gap analysis, and build a successful business case justifying pursuit (including forecasting). Lead weekly pipeline review meetings to brief management on capture targets, ROI, Strategies, challenges, and suggested courses of action at all levels. Establish milestones for capture activities and manage progress in line with budget and schedule. Document lessons learned, communicate openly and consistently with leadership about what works and did not, and provide suggestions to improve the business development process and activities. Resolve complex problems as they occur. Throughout the proposal life cycle, provide solid and persuasive oral and written communication skills (drafting and editing). Participate in Shipley Blue, Pink, Red proposal team reviews. Participate in teaming agreements and strategic marketing alliance negotiations with outside sources. Conduct federal market research. Proficient understanding of FAR/DFARS regulations. Experience building teams (TAs and JVs) and successfully pursuing $multi-million contract opportunities. Experience in all types of government contracts (FFP, T&M, LPTA, etc.), awards (Sole Source, Multi-Award, IDIQ, BPA, etc.), set-asides (SDVOSB, WOSB, HUBZone, etc.), Government-wide Acquisition Contracts (GWACs) contract vehicles (STARS II, OASIS, CIOSP3, etc.), GSA schedules (IT70, PSS, etc.) including wide-ranging capture strategies (major re-competes, incumbent capture, sole-source, etc.). Extensive experience navigating contracting sites, i.e., Beta.Sam, FedConnect, eBuy, GovWin, GOVPurchase, FPDS et cetera.
